Job Description


The Program Manager is responsible for leading a delivery team to deliver an advisory talent acquisition service which incorporates market intelligence, effective supplier management, creative sourcing strategies for direct supply models and problem resolution while managing the commercial performance of the account and coaching team member growth and development. The Program Manager is the key change management champion driving adoption of new technology and new ways of working which will support enhanced levels of talent advisory. Reporting to: Operations Director/Client Delivery Director Key Stakeholders: Client head of Talent Acquisition and/or Procurement category owner, Client Service Director and Account team and RSR management Knowledge, skills and experience: . Minimum relevant Bachelor\'s degree, post graduate degree or equivalent ideal . 8-10 years of recruitment experience . Ideally experience in an internal recruitment function or MSP/RPO/BPO model . Working with a mix of short term and longer term objectives & hands on execution, from concept to delivery ... . Demonstrated ability to lead a functional area of the company and make critical business decisions . Detail oriented, logical, and methodological approach to problem solving . Superior coaching skills . Able to interact with high-level decision makers . Strong conceptual and analytical skills Main accountabilities: The main accountability areas for this position are: a) Client management b) Operations management c) Supplier management d) Change Management e) People Management f) Financial Performance Management Client management Key activities: . First point of contact for client and first escalation point for daily operational issues . Proactively engaging with the client to understand client vision/strategy and subsequent alignment to account roadmaps . Development of stakeholder mapping to ensure proactive communication with key stakeholders of delivery progress and understand voice of customer to inform Continuous Improvement road map . Identify process improvement areas and engage Lean Sigma reviews which form part of Continuous Improvement road map . Creation of three legged stool account planning - Continuous Improvement roadmap which is reviewed monthly, Technology roadmap in collaboration with Client Service Director which is reviewed six monthly and Strategic Roadmap which is built in collaboration with the Client Service Director and aligned to client business objectives and reviewed annually . Creation and delivery of the client Monthly Business Review which is an Operational KPI review and the Quarterly Talent Advisory Meeting which is a strategic advisory review created and delivered in conjunction with the Client Service Director . Creation and delivery of the internal RSR MBR which highlights patterns/trends and ensures continued support from RSR regional team Operations management Key activities: . Work with the implementation team in development of customised reporting to meet the needs of Hiring Managers, Finance, Procurement, and other customer Stakeholders. Reporting includes: Spend, Program Review Statistics, Performance Metrics, Quarterly RSR contractor activity, etc. . Establish and maintain effective benchmarking and control of bill rates. Meet or exceed overall savings goals. . Resolve escalated commercial and contractual issues or complaints, if needed and in line with company policy. . Comply with internal processes at all times . Identification of Lean Sigma projects to form part of CI road map and ensure improvement of process resulting in reduced time to fill and improved satisfaction of candidates, hiring managers and team members . Change management and adoption leadership of new technology or new ways of working to ensure effective output in alignment with client and RSR expectation. Sourcing effectiveness reviews either with direct supply or supplier delivery to solve new sourcing challenges . Monthly review of Talent Communities proactive sourcing output if direct supply model to ensure alignment with demand planning and aged requisition analysis . Effective management of resource to requisition load balancing and early warning of volume decline Supplier Management Key activities: . Manage Supplier performance metrics including: order response rate, resume submittals, hit rate, contractor performance satisfaction, and negative turnover. . Work with suppliers on improvement of performance metrics, quality of service issues and contract compliance issues as needed. Ensure there is written documentation in a \'Quality of Service\' report or alternative documentation to capture and report on Supplier performance . Schedule quarterly supplier performance review coaching sessions . Annually review supplier contract compliance . Deactivate non-performing Suppliers. . Act as liaison between Supplier and RSR Legal team regarding Supplier\'s certificate of insurance, ensuring all insurance requirements are met and we have proper documents on file. . Manage Supplier on-boarding process People Management: . Quarterly Gr8 Conversations to understand career aspirations of each team member and support team member through on the job training and access to Learning & Development modules to support achievement of aspiration and internal promotion . Creation of Individual Development Plan in collaboration with team members following Gr8 Conversations . Coaching of team members to advisory intake capability through demonstration and on the job coaching . Leadership of 9 Box and high potential identification together with supporting L&D initiatives to accelerate high potential growth . Weekly 1:1 with direct report for operational review . Weekly team meetings reviewing team performance, updating on client news/initiatives, reviewing of CI plans and talent community success, sourcing techniques, RSR learning and development initiatives and RSR global and APAC news . Consistent improvement in Peakon engagement scores which are measured quarterly Change management: . Driving effective change management specific to effective adoption inclusive of: o ways of working as an output of Lean Sigma initiatives o new technologies o new initiatives to support the transition to talent advisory Financial performance management: . Financial performance against budget . Management of financial penalties to mitigate risk for RSR and penalty payout . Thorough understanding of the contract to ensure that all risk is mitigated, invoices submitted and paid correctly Key Performance Indicators: The following indicators are suggested to monitor performance and can be used to identify problem areas: . Program Deliverables including cost savings . Achievement of Contract performance KPIs . Client satisfaction .
