Relocation Authorized: National - Family Telework Type: Full-Time Office/Project Work Location: Various Locations Project Description: Saudi Arabian Bechtel Company is providing Executive Project Management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.' NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.' NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways. POSITION SUMMARY Assigned to the Engineering functional group to provide guidance and direction to one or more disciplines within project and Construction engineering groups working on the work areas, namely Recreational assets comprising of site wide infrastructure, Ski Slopes Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts and Major structures consisting of Vault, Tunnel, and bow. Engineering manager's position is responsible for the review of project plans and specifications for constructability, conformance to regulatory agency requirements and productivity improvement. Provides consultation and guidance to large and complex project work areas as required. Performs duties with a high degree of latitude, exercising independent judgment and reason. Provides technical guidance and administrative direction to other Engineers and other support groups.The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate designs as well as the work processes. This position is a customer facing position at site as well as coordinating Design Consultant Package Manager to ensure the design packages are completed per the schedule. ESSENTIAL DUTIES: Reviews and implements project plans, standard engineering details and specifications for constructability and conformance to regulatory requirements and productivity improvement. Monitors and manages progress of the Lead Designer/Consultants Organization. Coordinates design/build packages to ensure they are issued in accordance with the schedule. Recommends and implements changes in design or construction methods. Advises project team of obvious discrepancies or trends that may be detrimental to the project. Reviews project drawings and specifications prior to release for construction and identifies and eliminates potential problems. Sponsors and supports the automation development programs related to work execution. Prepare conceptual studies, designs, reports, proposals, value engineering studies or alternate technical concepts in accordance with Engineering Procedures and contribute to the design of the project facilities. Prepare essential contractual documents such as Scope of Work, Request for Proposal (RFP) and Information Report. Identify and implement sustainability requirement. .Interface with clients and stakeholders to make presentations, define project layout requirements, and obtain contractual and statutory approvals Develops Standard Work Process Procedures for quantity tracking and reporting. Works with Project Controls to implement a standard quantity reporting work process. Develops common guidelines and procedures for effective quality assurance/quality control (QA/QC) programs. Monitors execution methodology on projects to learn from improvements and to promote continuous improvement. Prepare and/or assists in the preparation of cost estimates and quantity take-offs. Support the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and job satisfaction. Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations. JOB KNOWLEDGE: Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas, namely Recreational assets comprising of site wide infrastructure, Ski Slopes Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts and Major structures consisting of Vault, Tunnel, and bow. Understands technical issues and cost related to selection of design features and unique engineering design requirements. Knowledge of precedents in the specialty area and knowledge of principles and practices of related engineering design methods and systems. Broad knowledge of environmental compliance laws and requirements. Broad knowledge of government compliance standards. Understanding and experience of recognized software used in engineering Design. Broad knowledge of the building industry, regulatory standards. Experienced with the practices and procedures as well as International Design Codes and Standards. Has experience with engineering work planning, scheduling and cost estimating. Skilled in oral and written communication and has presentation skills. Communicates complex technical issues and recommends solutions. Experienced with managing knowledge of sustainability and its integration into the design and the construction of various buildings. Familiar with discipline-specific Autodesk Design suite (e.g., Autodesk Revit, AutoCAD, Navisworks) design workflows and impacts to discipline productivity, schedule, budget, and staffing plans. Skills & Qualifications: A recognized Bachelor's/Master's degree in Civil or Mechanical Engineering, from an accredited college or university with an overall experience of 20 years. Minimum 15 years' of progressive experience in Infrastructure projects with a focus on design and construction of Recreational assets comprising of site wide infrastructure, Ski Slopes, Hiking and nature trails Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts and Major structures consisting of Vault, Lake Tunnel and bow. Evidence of direct experience in managing and executing engineering aspects of a large project Experience in planning and program management. Relevant experience in the KSA and MENA region and a sound understanding of the cultural norms and requirements of the region. Strong English language communication and report writing skills. Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning. Knowledge of Microsoft Office and Adobe Design Suite software programs. Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach. Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, entities and their EPMO's - in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context. Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities. Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers. Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
