Manager - Site Security, Facility and HSE

Job Responsibilities as Site Security Officer

To secure the ThalesaEUR(TM) assets (people, information, property) in the considered geographical zone, in compliance with national regulations and/or Thales Group policies.

Overall mission framework

  • Connected in the exercise of mission with the Country Security Manager. The Security Officer acts to provide protection for ThalesaEUR(TM) people, information and property. She/He acts for the account and under the responsibility of the Country Security Manager.
  • She/He advises and provides awareness to the site manager, departments and individuals on risk mitigation.
  • Maintains contact with HR management to advise on recruitment of people who require a certain level of clearance.
  • She/he reports periodically to the site manager about risks, developments, incidents and awareness status and signals general trends from inside and outside the site.
  • She/He creates and maintains good relations with State authorities in charge of the management of classified information (MoDaEUR).
  • She/He creates and maintains links with the local law enforcement to ensure fast response (site intrusion,aEUR).
Main responsibilities
  • Acts as security risk manager in order to build awareness and deploy risk mitigation actions plan.
  • Defines and regularly updates local applicable policies and security rules taking into account the obligations imposed by national authorities and/or Thales Group.
  • Performs risk analysis, on request of management and on own initiative.
  • Reports to his responsible on evolution of the site's security means.
  • Reports incidents to the relevant parties and authorities.
  • Manages corrective actions in case of security incidents.
  • Takes care of the personnel awareness on security matters.
Site protection
  • Ensures that physical security measures are in accordance with the assigned classification level of assets.
  • Manages and registers physical access and access authorizations.
  • Ensures personnel screening at the appropriate level (in compliance with national regulations).
Information protection
  • Keeps an inventory of assets and information on site that need protection and manages correct classification of assets and information.
  • Assures physical handling of the information is in line with the assigned classification level of the information.
  • Cooperate with the CISO to deploy the means to handle and protect information.Assures protection of personal data in line with the GDPR in his field of responsibility.
Job Responsibilities as Facility & HSE officer

Overall mission framework
  • To maintain Site office, Facility management, space management, Liaison work with external admin & facility associates, assist with building services and day to day operations.
  • To analyze all under performances, providing root-cause analysis, action plan and recovery plan.
  • To roll out and implement HSE rules and governance in office.
Main responsibilities
  • State and implement the Group HSE strategy (policy, objective, programme, etc.), control implementation and achievement of the associated objectives.
  • Analyze legal and other requirements. Identify the HSE risks and impacts.
  • Ensure duty alert, particularly vis a vis management of HSE risks and participate in the management of crisis management within his/her entity.
  • Establish the appropriate organisation and increase awareness/train personnel.
  • Initiate initial investigation in to accidents and submit report.
  • Be in complete charge of the approved Fire Safety Plan and the specific responsibilities of the personnel.
  • Educate and train all building personnel and occupants in the use of the existing fire safety equipment and in the actions to be taken under the approved Fire Safety Plan.
  • Ensure that a schematic diagram showing type, location and operation of all building fire emergency system (i.e. location of fire extinguishers & first aid) are maintained.
  • Office repair & maintenance/renovation job work, as and when required
  • Liaison with building management for services and day to day operations of building facilities.
  • Undertake corrective and preventive maintenance for facility equipmentaEUR(TM)s such as HVAC, Aircons, UPS, Servo, RO system.
  • Support, supervise and facilitate the day to day general administration works such as:
  • Petty cash, stationery, tele-communication requirements, pantry service, stock of various office assets and consumables for stationery and pantry supplies, support to expat employees, office cars general maintenance and fuel record.
  • Prepare the monthly/bimonthly/yearly dashboards and reports for general admin expenses, making comparison statements.
  • Coordinate with Purchase department for general purchases - Purchase requisition/ PO and other relative tasks.
  • Check and process admin & facility general vendor invoices and record keeping, payment follow-ups, daily coordination with Finance department for general payments.
  • Issue Identity Cards to new employees and maintain a threshold for office printing requirements.
  • Undertake COCP mobile services, from new connection, mid services such as IROAM, services activation/deactivation and monthly billing.
  • Office Parking management, tag issuance, handling service issues and monthly billing.
  • Maintain office space/workplace schedules.
  • Support in Travel management.
  • Manage the day to day obligations of outsourced contracts for office and facility management.
Qualification, Education and Skills
  • Education in security management, facility & site management with basic knowledge of HSE
  • Good knowledge of local State authorities
  • Basic skills of First Aid and Emergency Response are highly recommended
  • Can interpret State security regulations and foreign equivalents
  • Experienced in running screenings/interviews
  • Owns good reporting skills
  • Works in autonomy, arranges necessary means to carry out his mission
  • Behavior: Availability to others, a listening capacity, excellence in managing priorities/arbitration, demonstrates natural authority, rigor, integrity and flexibility. Demonstrates team work, commitment and discipline
  • Fluent in English (written/oral)
