Job Description

:

1) Job Purpose

To ensure effective/efficient implementation of systems, norms, procedures, contracts, statutory rules for coal movement from various sidings of SECR to Aditya Aluminium, Mahan Aluminium and Utkal Alumina International and other raw materials like Alumina, and CP Coke and Bauxite for Renukoot plant and outward movement of FG rake to Vizag in co-ordination with Authorities of West Central Railway(WCR) as well South East Central Railway(SECR). To get allotment of coal rakes from SECR Bilaspur division to meet our requirement of coal for Aditya Aluminium Plant and plan according to route capacity and prevent siding restriction. To follow up and liaison for various incoming /outgoing rakes with SECR & WCR zonal/divisional/ sub-divisional/local level and to ensure placement /evacuation in time. To liaison effectively with all railway authorities for smooth and unencumbered railway operation. To coordinate with Gare Palma mines team and manage evacuation of coal on time and in full.

• Scheduling and Sequencing
• Maximizing rail coefficient (proportion of goods moved through rail over total moved for the category) for Inward traffic i.e. Coal, Alumina and CP Coke.
• Proper scheduling of rakes to ease evacuation of rakes to plant with prevention of bunching to minimise demurrage and detention charges.

• Movement Planning and allocation
• Facilitating and maximizing own BTAP rakes movement between Utkal-Mahan and Muri-Mahan for transportation of Alumina.
• Augment and facilitate allotment and movement of BoxN for coal and bauxite transportation
• Augment and facilitate movement of BCN/BoxN for CP Coke transportation
• Facilitate on time movement of FG shipment through Rail

• Railway Operations
• Maximize utilization of in-plant siding.
• Daily tracking and monitoring of Coal consignments- imported, domestic-e-auction, linkage, mines and Washery
• Facilitate maximisation of FG shipment through rail and monitoring performance - address and resolve constraints for movement of the rakes.
• Plan and schedule incoming rakes according to the allowed capacity to prevent congestion and route restrictions
• Implement MIS for tracking of rail consignments and commercial impacts.

• Railway Liaison
• Maximise route capacity utilisation.
• Close Coordination with railway control rooms, Divisional and zonal operations staff for tracking of inward and outward rakes.
• Liaison with Railway officials at WCR and SECR Head Quarter and divisions and area controls for end-to-end smooth movement of rakes.
• Obtaining permissions from various railway authorities and documentation as and when required

• Traffic planning to avoid route restriction

• Plan and schedule incoming rakes according to the allowed capacity to prevent congestion and route restrictions
• Maximise route capacity utilisation.
• Timely evacuation of own BTAP rakes to maximise trips and improve turn-around time of rakes for maximizing utilization

• Inward logistics- Coal

• Daily tracking and monitoring of incoming Coal consignments- imported, domestic-e-auction, own mines and Washeries
• Coordinate with coal procurement team for scheduling ,sequencing and selection of siding for rake movement
• Selection of rail route for incoming rakes

• Rail network development

• Assessing potential and deficiencies of rail route infrastructure and utilisation in favour of business for all units.
• Conceptualizing infrastructural requirement for augmenting siding capability in consultation with railway expertise
• Coordinate with Consultants for evolving alternate solution for easy movement.
