Job Responsibilities :

. Purpose of this job is to assess, analyse and implement effective risk management strategies to ensure safe, efficient, and compliant marine operations, in order to minimize potential hazards, optimize transportation operations, and maintain a high standard of safety and sustainability within the industry while upholding a strong commitment to safety, environmental protection, and regulatory compliance.

Responsibilities
Operational Marine Risk Planning
- Provide assistance to the Head of Marine Risk with reviewing and updating all vetting standards, procedures, and documentation.
- Prepare annual report on marine risk and how it is managed as required by GDP 5.6
- Assist in developing a robust ship vetting process to assess the suitability and safety of vessels engaged in the transportation of petrochemical and refined products
- Negotiate time charter agreements with shipping companies, ensuring contractual terms include stringent safety, environmental, and operational requirements
- Conduct thorough assessments of potential shipping companies and individual vessels, evaluating their safety records, compliance with industry standards, and adherence to international regulations
- Monitor the performance of time-chartered vessels throughout the duration of agreements, verifying compliance with contractual obligations, safety protocols, and environmental standards
Ship Vetting & Time Charter Assurance
- Assist in implementing a comprehensive Ship Vetting process to evaluate and assess the suitability and safety standards of third-party vessels used for transporting petrochemical products and refined materials
- Assist in overseeing the Time Charter Assurance process to ensure that chartered vessels meet all agreed-upon safety, environmental, and operational requirements
- Assist in monitoring the performance of chartered vessels, identifying any deviations from contractual obligations and coordinating necessary corrective actions
- Collaborate with the Chartering and Operations teams to review vetting reports, and approve or recommend vessel selections based on risk assessments
- Assist in monitoring the vetting performance to identify trends and areas for improvement in the vetting process
Emergency Response Management & Risk Mitigation & Marine Incident Investigation
- Provide assistance to Head of marine assurance in investigation of marine incidents involving ship accidents, cargo losses, spills, etc.
- Develop detailed incident reports that highlight safety lessons and recommendations for improving safety in the future
- Identify potential hazards and vulnerabilities in marine operations through a comprehensive risk assessment framework
- Develop proactive strategies for managing risk in the marine sector by identifying and managing single node failure points within marine value chains, and assessing emerging risks
- Examine and audit terminals to ensure compliance with industry standards and RIL requirements
Decarbonisation
- Prepare for the R&M business\'s initiatives in decarbonisation and sustainability by identifying and implementing initiatives to reduce the carbon footprint of marine transportation activities
- Ensure updating robust emergency response procedures to handle potential marine incidents or accidents effectively
- Stay updated with emerging decarbonisation regulations and technologies, seeking opportunities to integrate environmentally responsible practices while maintaining operational efficiency
- Establish collaboration with environmental experts, engineering teams, and industry partners to adopt eco-friendly practices, green technologies, and alternative fuels in marine operations
STS Vendor Assessment
- Provide support in preparing a robust assessment process for selecting STS vendors, considering safety, environmental compliance, operational reliability, and adherence to industry standards
- Assess ship-to-ship (STS) transfer vendors based on their capabilities, experience, equipment, and compliance history
- Monitor STS vendors\' performance and adherence to safety standards, taking corrective actions when necessary to ensure safe cargo transfers
Policies, Processes and Procedures
- Conduct day to day activities & follow all relevant policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner
- Keep self abreast with leading practices & trends and contribute to the identification of continuous improvement of systems, processes and procedures
- Aid in the development and implementation of marine risk\'s policies, processes, and procedures in all areas of the company\'s activities
- Adhere to relevant procedural / legislative requirements while delivering high quality and cost-effective results
- Ensure reduction of escalated non-compliance cases

Education Requirement : - STCW Deck Class II/2 - Master or STCW Engine Class III/2 - Chief Engineer certificate of competency is necessary
- ISM / ISO 14000 Auditor, Incident Investigation,
- Advanced qualification in Marine Engineering e.g. Sustainability/Decarbonisation is desirable

Experience Requirement : - Minimum 24 months sea-time (tankers) experience as Chief Officer holding Class II/2 COC or Second Engineer holding Class III/2 COC
- Minimum 5 years experience as a superintendent in Tanker shipping, chartering company or class.
- Good to have experience with Tanker vessel SIRE inspections, Experience with Tanker Operator audits, Qualified Incident Investigator with knowledge of root cause analysis techniques

Skills & Competencies :

FUNCTIONAL COMPETENCIES
- In-depth knowledge and understanding of the maritime industry, including marine transportation, vessel operations, international regulations (e.g., SOLAS, MARPOL) applicable to marine risk management.
- Proficiency in risk assessment methodologies, risk identification, risk analysis, and risk mitigation strategies
- Experience in developing and implementing comprehensive emergency response plans for marine incidents
- Familiarity with decarbonisation technologies, alternative fuels, and emissions reduction initiatives in the maritime sector
- Knowledge of strategies to achieve sustainability goals and promote environmental responsibility
- Familiarity with Digital transformation.
- Ability to provide sound technical advice to management on all technical issues from chartered fleet, including Emergency Response Management
- Expertise in assessing third-party vendors for Ship-to-Ship (STS) operations, vetting vessels, and evaluating their safety and environmental performance
