Job Description

OBJECTIVES OF THE PROGRAMME

The Programme,Planning and Coordination (PPC) Unit, under the Director, Programme Managementof WHO Regional Office for South-East Asia (WHO-SEARO) has the following objectives:- Under the area of WHO policy, programme development and management, the PPC Unit is responsible to collaborate with all concerned from WHO Regional Office and Country Offices and Member States for improvement of the process and capacity in policy and programme development andmanagement, strategic planning, programme budgeting, operational planning including workplan preparation, monitoring and reporting, programme assessments, and related information systems.-WHO Country Coordination mechanisms for planning and managing the WHO Collaborative programmes, Financial and Technical monitoring of the workplans and collaborative work of the Region. Organizing Independent evaluations of the impact and the effectiveness of WHO programmes in its Member States.

DESCRIPTION OF DUTIES

Under the overall guidance of Planning Officer (PLN) and direct supervision of Programme Operations Officer, with regular interaction with Programme Management Officer (PMO) as well as in close collaboration with the Budget Centers in SEAR countries, the incumbent will perform the following duties:

  • Coordinate with Budget Centers in Regional Office aswell as WHO Country Offices, Human Resources Management (HRM) and Budget andFinance (BFU) units during the biennium as well as during the Operational Planning process for data analysis and updates related to Programme budget, HR and activity workplans,including the budgetary impacts and other HR issues in conformity with contract reforms.
  • Assist PLN in Operational Planning process including in the development andfinalization of Regional Office and Country Offices' workplans - for both HR and activities;
  • Analyzethe Programme Budget (PB) space issues of all budget centers (BCs) in the Regionand coordinate with BFU for activity programme changes viz., shifting of budgetspace, ceiling issues etc;
  • Assist in HR related issues, parameter changes etc - as required.
  • Assist PLN and Programme Management Officer (PMO), with collation and analysis of data to facilitate periodic monitoring of country and RO Programme Budget and workplan implementation.
  • Liaise with Regional Office technical units andcountry offices to support the development and monitoring of workplans including country support activities.
  • Develop IT tools (e.g. pivot tables, IT applications etc.) for country support,planning, programme management, monitoring and assessment purposes.
  • Assist PLN/PMO in finalization of Mid-Term and End of Biennium Programme BudgetAssessment.
  • Provide administrative support in preparation ofimplementation analysis, working papers, summary reports, briefing notes,checklists and audit recommendations.
  • Assist PLN and all PPC staff in various statutorymeetings viz., HLP/SPPDM/HMM/WRs/Regional review meetings, making presentations,taking notes under supervisory guidance.
  • Regularly manage and update content PPC intranet andwebsite.
  • Support PPC on other functions related to planning andprogramme management, as required and perform other duties as may be assigned by supervisor.
REQUIRED QUALIFICATIONS

Education

Essential: Completion of Secondary School
Desirable: Training in planning, monitoring andevaluation, budget management along with Microsoft package operations and ERPsoftware applications Knowledge of budgetary framework and HR plan parameters and rules is an advantage.

Experience

Essential: At least eight(8) years of progressively responsible experience in administrative positionsof any international organization.
Desirable: Experience and knowledge in analysisand consolidating of data, reports, maintaining online and offline data bases.

Skills

Thorough knowledge of modern officeprocedures and practicesAbility to draft non-technicalcorrespondence,analysis of data sets under guidance, compile information and preparesummaries, take notes and produce required draftsGood knowledge of organizationalstructure of technical and support programme unitsKnowledge of organizing meetings, business managementsystems eg System of Program management, with particular reference to programmebudget management and other tools

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,164,340 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
