This requisition is for a locally hired position of Program Manager - Training to be based at New Delhi, India. The Indian Armed Forces currently operate P-8I & C-17 aircraft and Apache & Chinook helicopters at several locations in India. The Indian Ministry of Defense has contracted Boeing to provide training to Pilots, mission crews and technicians for these platforms. Boeing India Defense Private Limited (BIDPL) has positioned on-site Facility Managers to support these contracts and looking for a Program Manager - Training to co-ordinate the program and activities at these locations. The right candidate will have extensive experience in training, operation and maintenance of different platforms, preferably in military domain. The position requires the candidate to provide leadership, strategic planning, tactical execution and technical guidance for multi-skilled training teams and also to be primary point of contact for interactions with Indian Armed Forces leadership at their Headquarters. The successful candidate will be responsible for coordinating activities related to establishing, operating and maintaining the training centers at various locations. Key activities include, but not limited to, working cross-functionally with internal and external stakeholders/customers to ensure timely completion of facilities. Candidate would be expected to lead improvements through the application of process improvement methods to enhance performance, meet contractual deliverables, enhance customer satisfaction, enhance employee productivity and enable future growth of business. He/she would develop and execute business plans, policies and procedures and develop organizational and technical strategies develop and maintain relationships and partnerships with customers, stakeholders, peers, functions, service providers and direct reports for seamless installation, integration and test of training simulators timely coordination of all supplier activities in India supporting these training centers and managing the training centers through on-site facility managers. The Program Manager will be accountable to Director Services at Boeing India Defense Private Limited. Primary Responsibilities Leading and mentoring a team of on-site facility managers and employees. Developing and executing business plans, policies and procedures. Monitoring and acting to improve the efficiency and effectiveness of the teams. Understanding business objectives, strategies, and conditions affecting all areas of the programs. Developing, maintaining and partnering relationships with US based program leaders, other stakeholders, peers, partners, and direct reports. To be the in-country interface for US Training/Program Managers for support at respective bases/training centers. Implement a meeting schedule with customer and internal Boeing stakeholders for discussion on training task, planning and performance monitoring & reporting. This position requires proficiency in working in a multi-disciplined environment together with a high degree of tact and diplomacy. Must be proficient in Microsoft Word, Power Point, Projects and Excel to manage day to day work and produce effective presentations, charts, graphs, data analysis related to the deliverables/ tasks. Ability to direct, communicate clearly, delegate and ensure performance of assigned responsibilities and tasks as per Training contracts. Ensure training centers are established and maintained in accordance with customer and contract requirements. Accountable to Boeing leadership to ensure all project milestones are completed as per plan. These include completion of onsite building construction, timely installation and integration of simulators and ensure Ready for Training (RFT) and training center maintenance per contractual requirements. Work closely with Boeing Customer Facilities team, Boeing Supplier Management team and in country construction supplier to ensure timely construction and commissioning of the training center. Ensure that execution of the training center meets requirements of program cost, schedule, training system availability requirements. Understand performance metrics, aggregate and review required contract deliverable reports, that would be used as performance reports provided to the customer. Identify and resolve any issues and provide solutions and/or recommendations to ensure the successful completion of the contract. Make the customer and their requirements a primary focus. Respond quickly to meet customer needs and resolve problems assist other team members in implementing ways to monitor and evaluate customer concerns. Cross-functional communication between external customers, internal Boeing program personnel in India and the United States, Boeing construction team and Supplier management team. Basic Qualifications (Required Skills/Experience) Bachelor Degree in Engineering from a reputed institution and relevant experience for a minimum of 15 years or Master\'s degree with 12 or more years of relevant experience. Alternate, combinations of relevant equivalent experience and qualifications may be considered. Extensive experience in program and project management in a government/private enterprise. Extensive experience in training, operation and maintenance of different platforms, preferably in military domain. Experience in working with team members in cross functional and multi-national location environment, including overseas locations. Experience with schedule and budget management, customer communication, as well as understanding of execution of project to ensure cost, schedule and technical baseline requirements are met. Prior knowledge/experience interfacing directly with senior military officials and executives. Experience in Communication, both written and verbal, with a comfort in public speaking and frequent interactions with executive-level management. Preferred Qualifications (Required Skills/Experience) Familiarity with Indian Ministry of Defence - Defence Acquisition Procedure and Defence Procurement Manual. Experience of operating/managing a Training Center in Military domain. Demonstrated skills in Team Building, Systematic Problem Solving and Risk Mitigation. Knowledge of Indian military processes, procedures, & protocols and the ability to apply this knowledge to develop action plans is highly desirable.
