  Director of Construction for Qualcomm's India Region. Lead all construction efforts, direct and supervise staff.

  • Reports to Qualcomm Real Estate and Facilities Senior Director of Construction. Based in India, this position has day-to-day and long-term operational responsibilities for Qualcomm Real Estate and Facilities (QREF) in India.
  • The incumbent is responsible for the outcomes of all construction projects for the Indian sub-continent and is responsible for resolving problems that impact the operational effectiveness of QREF and Qualcomm India (QIPL). The incumbent interfaces with VP-level stakeholders regularly, as well as the Directors responsible for the daily engineering operations. Participate in strategic planning of QIPL’s growth as it pertains to Real Estate and Facilities.
  • Exercise judgment that impacts operations of multiple projects and facilities and maintains adherence to budgets at the department level. He is expected to avoid or minimize adverse impacts to Qualcomm and to determine corrective action to remediate any negative impacts.
  • Collaborates with the global QREF team to support comprehensive oversight of day-to-day QREF operations. The Director is responsible for planning, directing, and overseeing pan-India construction activities. Primary responsibilities include daily construction operations; managing design activities, construction, and tenant improvement activities, and coordinating project goals with business stakeholders, IT, Finance, Procurement, and Security.
  • This person must demonstrate an ability to standardize processes and manage suppliers, service providers, and staff to execute work activities, projects and operations. The successful incumbent will possess excellent negotiation skills and leadership qualities. The Director must understand the interdependencies between Qualcomm's business needs, construction, and facility functionality and apply that knowledge in cost-effectively meeting those needs.
  
  Essential Functions
  • Provide leadership and direction for all project management activities;
  • Provides oversight and supervises construction management staff and consultants.
  • Track all project budgets and schedules to ensure that all are meeting goals and milestones;
  • Engage Senior Management on property matters identifying alternative locations and cost savings efficiencies;
  • Coordinate with the QREF Real Estate team and Strategic Planning to drive required elements of leases to support operational requirements as defined by business units.
  • Coordinate with individual business units on financial approval procedures, budget forecasting and management of specific project budgets.
  • Create and manage annual QREF capital expense budgets for new and existing facilities including headcount planning.
  • Coordinate space planning and employee move schedules with QREF leads.
  • Develop specifications, vendor qualifications and recommend award.
  • Maintain oversite and monitor progress of project staff. Ensure compliance to corporate policy and guidelines.
  • Plan, schedule, and manage contractors and personnel performing construction activities, and monitor to ensure work is performed as contracted;
  • Capacity planning: Plan for future expansion and office relocations;
  • Review departmental operational procedures and processes and implements changes as required streamlining operations, and improving productivity;
  • Ensure compliance with QREF, local and international standards to promote facility security and staff health and safety;
  • Develop and promote environmental stewardship consistent with best practices to reduce, reuse and recycle resources to eliminate waste and control costs; comply with Qualcomm corporate environmental goals;
  • Be available for out of hours work;
  • Travel as needed to fulfil responsibilities.
  
  Education and Experience
  • Bachelor's degree in Engineering, Architecture or related field or an equivalent combination of education, training, and experience;
  • 10-12 years of experience in construction management, operations or engineering;
  • Understanding of concepts and practical experience with planning, scheduling, project management, construction, preventive maintenance, and reliability-centered maintenance philosophy;
  • Ability to prioritize conflicts and effectively manage multiple projects and assignments under time constraints and changing priorities, including a commitment to 7/24 availability;
  • Hands-on and/or management experience with mechanical, electrical, and plumbing systems design, construction, and maintenance;
  • Knowledge of statutory ordinances and regulations pertinent to facilities planning, design, and construction; experience collaborating with authorities having jurisdiction of building activities and utilities:
  • Knowledge of building regulations, construction practices, and safety regulations;
  • Experience leading a diverse team of people; including direct reports, internal partners, consultants, and contractors.
  • Strong interpersonal and communication skills for building relationships at all levels of internal and external organizations;
  • Ability to work independently and as an effective team member;
  • Good organizational skills and attention to detail;
  • Maintain a professional appearance
