Relocation Authorized:National - Family Telework Type: N/A Work Location:New Delhi POSITION SUMMARY: Located at the Bechtel India Gurgaon office, maintains strategic relationship with key Suppliers of field instruments (all instrument commodities), Control and Actuated On/Off valves, performs pre-qualification of new Suppliers, supports formation of acquisition strategy for field instruments (all instrument commodities), Control and Actuated On/Off valves for projects, stays abreast with Market challenges/opportunities and shares latest updates with project team and senior management on required basis. Gets engaged in the resolution of technical and commercial bid queries with Bidders, formation and administration of purchase orders when required. Communicates with Suppliers and Bechtel project personnel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Develops and maintains in-depth technical & global supply knowledge of assigned commodities and uses this knowledge to leverage opportunities & mitigate risks for Bechtel Projects. JOB DIMENSIONS: A. Supervision Received Reports to and receives operational direction from the assigned Supervisor. B. Supervision Exercised May provide supervision, training and guidance to other purchasing/expediting personnel as required. C. Contacts Maintains working relationships with project Supply Chain personnel and project discipline personnel in order to perform assigned duties. Maintains working relationships with Bidders and Suppliers involved with the performance of assigned tasks. RESPONSIBILITIES: Supports projects in developing sourcing strategy for field instruments (all instrument commodities), Control and Actuated On/Off valves to deliver best value to our Customers while giving due consideration to Project's Approved Manufacturers List, project financing considerations and compliance to tariff and quota risk. Contributes to the establishment of project-level goals. Performs in-depth technical review of supplier proposals as and when required. Identifies and qualifies new Suppliers as per business needs and maintains pre-qualification documents submitted by Suppliers Continually evaluates new - technologies/techniques that improve schedule and reduce cost Keeps track of developments, opportunities & challenges in acquisition of field instruments (all instrument commodities), Control and Actuated On/Off valves and keeps project management team and senior management abreast of the same. Maintains commodity heat map, tariffs and quotas across major economies Supports key/critical Supplier relationships with Supplier's senior project personnel executing orders to ensure performance of the work. Responsible for assigned orders from development through closure, to include engagement with Engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout to include supporting management of back-charges and claims. Communicates with Suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Compiles data needed to prepare the critical items reports or other supplementary reports as required. Oversees Supplier performance and ensures Supplier evaluation reports are used for efficient execution of ongoing/ future projects Visits supplier or sub-supplier facilities as and when required to do so. Resolves emerging technical issues as and when they arise during execution. QUALIFICATIONS AND SKILLS : BASIC QUALIFICATIONS: Grade-25 A Bachelor's degree in Engineering from a reputed University. Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred. 12+ years of industry experience including min.5 years in purchasing and expediting of field instruments (all instrument commodities), Control and Actuated On/Off valves in a reputed company with min.3 years as Category lead for field instruments (all instrument commodities), Control and Actuated On/Off valves. Grade-26 A Bachelor's degree in Engineering from a reputed University. Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred. 15+ years of industry experience including 8-10 years in purchasing and expediting of field instruments (all instrument commodities), Controland Actuated On/Off valves in a reputed company with min. 5 years as Category lead for field instruments (all instrument commodities), Control and Actuated On/Off valves. ADDITIONAL QUALIFICATIONS: Ability to source and expedite field instruments (all instrument commodities), Control and Actuated On/Off valves for mega projects in Energy (Oil, Gas and Chemicals), Infrastructure, or mining industry. Excellent techno-commercial knowledge of various Instrumentation Items including In-line and off-line instruments, Systems (ICSS/MMS/Analyzers), F&G system, Control and On-Off Valves, actuators etc. , manufacturing capabilities and capacities of domestic & global suppliers. Good understanding of Process requirements, product specification, testing requirements, familiarity with international codes & standards like IEC, ISA, API, ASME etc. manufacturing steps and methods. Well conversant with recent advancements in the industry and supply chain challenges/opportunities. Proficiency and experience in the formation, administration and expediting of purchase orders. Hands-on experience in the formation and execution of short/long term rate contracts with knowledge of field installation and testing process and Execution requirements. (SAT/FAT etc.) Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with Suppliers, Supplier prequalification, preparation of Bidders' lists, compilation of bid requests, negotiation of contracted terms and conditions, and award of commitments. Proficiency in the administration of commitments, monitoring Supplier's performance, back-charge procedures and the resolution of claims and disputes. Skilled in working with and communicating effectively both orally and in writing with other project functional groups. Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained. Capable of providing early warning of Supplier deficiencies or schedule slippage. In-depth knowledge on the entire supply chain including sub-tier suppliers, input material sources, the entire supply chain including sub-tier suppliers, input material sources, the general global supply landscape, manufacturing & fabrication methods, related challenges, Innovative technologies/techniques & alternate material & component knowledge related to the main commodity Ability to present to a variety of internal and external audiences in remote locations, Ability to present technical papers at industry conferences.
