Background:

Save the Children is a leading independent child rights organization that fights for children\'s rights and delivers immediate and lasting improvement to children\'s lives worldwide. Save the Children, Bal Raksha Bharat is the 28th independent member of the International Save the Children Alliance. Save the Children in India works on 5 core themes: Health & Nutrition, Education, Child Protection, Child Poverty and Resilience in collaboration with the Government, civil society organizations, and the community across 16 states and has reached over 3 million children across India.

Save the Children with support of Lavazza will implement the project \xe2\x80\x9cSwarup- Youth Empowerment program for ensuring a successful transition to adulthood in Delhi\xe2\x80\x9d in Delhi. The project will be implemented at 3 locations/districts of Delhi- a) 2 wards of South Delhi; b) 2 wards of South East Delhi, and c) 3 wards of East Delhi. 1,800 deprived youths (1,260 youths of age group 18-24 years and 540 youths of age groups 15-17 years), (at least 60% are women and girls), will be supported through the project activities. The overall objective of the project Swarup is to contribute towards improving the economic & social capabilities of most marginalized and at-risk adolescents and youths 15-24 years old (especially girls) and their families in project locations in Delhi. The project will work with AYs Adolescents and youths through the Socio-Ecological Model (SEM) to improve capacities and agency and it will also involve parents and the community to create an enabling environment for them. The project will work closely with the market (training institutes and employers) to create an enabling and decent working environment for the youth. The project will create evidence to ensure youth are covered by sensitive legislation and policy framework.

The key outcomes of the project are Outcome 1: Improved capacities (skills, knowledge and attitude) of youth to make informed choices and voice their issues/concerns about decent livelihood and SRHR. Outcome 2: Households, communities, and service providers guarantee appropriate access to AY-friendly services (social protection- SRH- and financial- services) for the successful transition of youth into adulthood. Outcome 3: Contribute to the improvement of policies and systems to help AYs make informed decisions on decent employment opportunities.

Function:

Programme & Policy covers Programme Implementation (with partners or direct implementation), Thematic Expertise (technical knowledge in areas of specialization), and Policy & Programme Impact (advocacy, research, monitoring & evaluation, and quality). The function links grass-roots work with policy changes at the highest level, and manages an ecosystem of partnerships including, but not limited to, community organizations, donors, peer organizations, academic institutions, media, and the state.

Role Purpose:

S/he would be responsible for direct on ground implementation & monitoring of the project deliverables on the areas of skill building and livelihood in the project geography and ensure that the envisioned outcome of the project are accomplished with quality programming and contributing to the success of organizational strategy & breakthroughs. S/he will be also responsible to coordinate all the existing human resources under the project to achieve the overall outcome of the project within the stipulated timeframe.

Main responsibilities:

  • Based on the objectives set forth under the Project, be accountable to plan and supervise the implementation of the deliverables of the skill building project in lines to the larger vision, mission, commitments and strategy of the organization
  • Develop and diligently track the project key documents such as milestones, detailed implementation plan, MIS, procurement plan, stakeholder engagement plan, project budget etc. & undertake periodic reviews of the same as well as continuously strive to achieve the project outcomes as set forth in the project
  • Analyze and evaluate data and/or takes corrective action when necessary to meet project objective
  • Develop cash flow with the State Finance node, share monthly forecast and follow stipulated guidelines for budget utilization of the project
  • Ensure effective coordination with Advocacy, campaigns & Communications team for events/campaigns, IEC material, and process documentation set forth under the project
  • Regular monitoring and reporting on performance indicators of the project
  • Responsible to train and build capacities of project team on Life Skills, Career Counselling, Financial Literacy, Digital Literacy etc.
  • Monitor progress of project objectives and help measure impact objectively by using a quality MIS.
  • Plan and undertake regular project monitoring through field visits, review meetings and provide guidance/feedback to the project team; Analyze and evaluate data and/or take progressive action when necessary to meet programme/project objectives
  • Ensure timely, accurate, and effective donor reporting (viz. donor reports, information requests, activity status updates, queries, field visits, donor engagement calendar etc\xe2\x80\xa6) and attend donor interface meetings if required.
  • Coordinate and liaise with different Govt. departments at the state & district level.
  • Proactively collaborates within state and/or thematic programme colleagues to give capacity building inputs and receive knowledge and assistance.
  • Oversee donor/s visits and manage interns, other visits as and when required
  • Represent/participate in the inter-departmental (if requested) on behalf of the project and provide strategic inputs to benefit the project beneficiaries at large
  • Provide technical support to government towards training and capacity building for different stakeholders as per the project engagement and demand
  • Participate in meetings with Departments/Ministries responsible for project review and follow up on implementation of recommendations and agreements
  • Any other task as assigned by the Senior Manager-Project Office

05 years of relevant experience with a reputed NGO/reputed resource agency in a project implementing role including at least 2 years\xe2\x80\x99 experience in managing Livelihood and Skill building (Life Skills, Career Counselling, vocational skills training) programs and experience of working with Youth

Qualifications

Graduate/Post graduate degree in social science / humanities
