Job Description

:

Job Purpose

  • To provide manpower service contracts for operation of process plants, refractory and mechanical installations as per assigned area of jurisdiction
  • To provide operating and maintenance contracts of various utilities like RO, STP
  • To provide contracts for equipment hiring during day to day operations and shut downs as well as maintenance contract (CMC) for forklifts and spares for HEMM
  • To procure of indigenous and imported spares for CCR 3, refractory, services, general consumable items
  • To provide administrative contracts for the plant (including support departments), jetty, school and township.
  • To provide materials and services contracts for DHIL as well as CSR in the adjoining villages conducted by Copper Jan Seva Trust
Key Result Areas/Accountabilities

Supporting Actions
  • Planning
  • Planning and budgetingmaterials and service requirement for operations and projects taking into account special project plan and seasonal requirement on an annual and monthly basis
  • Planning week wise requirement for services and maintenance including annual maintenance schedule
  • Proactively understanding manpower needs and planning periodic procurement schedule
  • Operational Excellence
  • Arranging timely procurement and supply of all items of specified quantity and qualityas well as services at optimum price to partner completion of projects as per committed timelines
  • Implementing SOPsand DOA for procurement and inventory management
  • Initiatingmaintenance and service contracts based on annual approvals at the negotiated rate
  • Analyzing material consumption and manpower usage pattern on a regular basis and varying the procurement pattern accordingly, particularly with respect to min-max items
  • Implementingtimely receipt, processing GRN after cross checking and weighment details, validating of quality with users and storing materials as per norms
  • Implementing maintenance of inventory level for all critical items and partnering corrective action in case of deviation with focus on indigenous and imported spares for CCR 3
  • Budgetary Controls
  • Tracking actual consumption vis-a-vis budget for all major material and service contracts during operation, special projects and shutdowns and highlighting variances
  • Coordinating with user departments for budgetary control and utilization of maintenance and service contracts
  • Monitoring consumption of spares and other consumables and interfacing wit user departments for optimizing the usage vis a vis plan and budget
  • Compliance
  • Implementing checks and balances to minimize risks from vendors by developing norms and code of conduct
  • Implementing complete compliance of regulations and statutory requirements.
  • Complying with internal financial controls, requirements of periodic internal and statutory audits as well as security, health, safety, environmental norms and Integrated management System guidelines
  • Customer-centricity
  • Giving inputs for new vendor selection and evaluation of existing vendors on the basis of credentials and performance
  • Collating vendor advance and dues ageing and facilitating closure with escalation, as required
  • Implementing prompt dispatch clearances for materials in order to give accurate forecast of their arrival to user departments
  • Understanding customer experience and updating suppliers with customer feedback to improve quality of materials
  • Minimizing response time
  • Sustainability and Process Improvement
  • Identifying the areas for improvement and implementing continuous improvement in terms of cost, quality, services and systems
  • Initiating improvement programs under ISO and World Class Manufacturing (WCM).
  • Giving inputs on alternate sources and substitutes to improve efficiencies, optimize cost and implement compliance of statutory, health-safety-environment
  • Partnering digitization initiatives
  • Implementing good housekeeping in the department
  • Partnering creation and maintenance of Green Belt
  • People development and engagement
  • Imparting training on safety awareness
  • Implementing safety procedure and use of PPE by project implementation services team
  • Embedding 5S work culture
5) Technical Competencies

Technical competencies
  • Degree in Metallurgical, Mechanical, Instrumentation, Chemical or Electrical Engineering
  • M.B.A. or Diploma in Materials Management or Supply Chain Management
  • Understanding of Engineering Drawings and equipment specification
  • Understanding of process plants and utilities
  • Analytical ability
  • Commercial acumen
  • Knowledge of legal aspects of contracts and agreements
