Job Description

Summary As a member of the GE Hydro Quality Team, the Tender Quality Manager (TQM) role is to advise and assist Sales and CommOps Manager with all quality-related aspects of hydro opportunities, in order to issue a competitive Bid while ensuring profitable project execution.

In this role, the TQM covers all ITO Phases from R0 to Handover: analyze RfQs and Customer requests, define Quality plans and test procedures, check if Customer requirements are met (or, if not, ensures efficient mitigation plans are put in place), control deliverables issued by Functions and ensure a smooth handover to OTR.

More generally, the TQM is the "voice of quality" in ITO Organization.



Roles and Responsibilities

Within ITO Process:

Before R1 (Identification/Acquisition Phase):

Check quality requirements in PQ request (Certificates, References).

Check quality level of sub-suppliers to be listed in PQ.

In case of Consortium scheme:

Check qualification of Partner(s) from Quality standpoint (certification, experience, references, FoE).

Between R1 and R2 (Tender Phase):

Read RFQ. Identify Quality requirements (explicit and implicit)

Check for each deliverable (BoQ, Planning, Suppliers Selected, Materials,...) from Functions (TT/Sourcing/Planning/C&C) that quality requirements are met.

Provide all Quality Documents required in Tender (Certificates, Quality Manual...)

Set-up ITP/ITPP with PQL from standard procedure or create customized version.

Create standard risk management playbooks (project and contract types).

Quantification of risks and mitigation plans and embed risk value into bids.

Check with Costing if all quality requirements have been accounted for in TCS.

For Consortium: check if DoW clear and Quality requirements agreed b/w parties.

Monitor any changes in quality requirements.

If rework: check for quality requirements still met in revised version.

After R2 (Negotiation Phase):

Help collecting FoE/LL from Win/Loss Analysis and support root causes for losses.

If entering negotiation: Finalize ITP-ITPP. Get Customer approval, Ensure Contract includes all agreed Quality requirements, Track changes in deliverables

At Handover:

Check completeness/accuracy of documents transferred to OTR.

Ensure proper handover to PQL particularly the risk management playbook & ITPP

Handle VoC internal KPI.

In OTR Phase:

Gather and analyze FoE/LL related to ITO.

Handle NCRs related to ITO, launch and pilot corresponding RCAs.

Strategic Customer Management:

Manage the long-term relationship of the strategic customers

Proactively engage with customers to drive industry and relationship standards globally and validated on a project-by-project basis

Drive customer strategic quality reviews.

Quality Management in ITO Phase:

Lead / take part in discussions with multiple stakeholders (Commercial Operations, Finance, Service, Technical Tendering, Supply Chain, Product Management, Project, C&C, Warranty etc) to address new requirements in terms of sales, warranty, technologies etc. and support as needed with right accountability.

Initiate the Quality Risk Process & Templates (PSP, Services, Large Refurbishment) for all bids and start to quantify risk and mitigating plans.

Develop and manage Project Quality Budget for the offer (PQ Hours, ITPP, Control Plan and Risk Management Costs etc)

Support / drive RCAs for issues in ITO Process.

Support deployment of Quality Package including (ITP / ITPP, PSR) with aim of reduction in escaping defects through reliability techniques and statistical approach.

Follow-up of Quality Dashboard (Quality KPI's PI's Project Based Reporting, Commodity Based Reporting) in Tableau to report quality & function KPI's, Hoshin Kanri KPI's / TTI's for analysis and prepare PSR (Problem Solving Report) as required.

Support Quality Assurance Leader / Manager for deployment of APQP across NPI, Engineering, Supply Chain and C&C.

Support Quality Assurance Leader / Manager with the operation of Quality Suite tools including NCR, RCA, CoPQ / CoQ, Lessons Learned etc.

Support RCA Leader / Coach on Root Cause Analysis for ITO.

The job is open in the mentioned locations - Location : India (Vadodara, Bangalore, Noida), Turkey (Ankara) and Brazil (Taubate)

Familiar with quality concepts and tools (Six-sigma BB, Lean, etc.).

Qualification

MSc in Electrical/Mechanical Engineering. Specialization in Hydraulics would be a plus.

Experience of 10+ years in Project/Tendering in Hydro, Quality Management,

Knowledge of ISO9001, ISO14001 and ISO Standards used in Hydro.

MSc in Electrical/Mechanical Engineering. Specialization in Hydraulics would be a plus.

Expertise in the following areas will be add on - Salesforce CRM, Hydro Tools (Tableau, Smartsheet, Quality Suite, etc., Office Suite.

Knowledge of ISO9001, ISO14001 and ISO Standards used in Hydro.
