Senior Programme Lead Purpose We are looking for a strong leader as State Coordinator for our Lucknow office who has the ability to conduct stellar research on air quality and its management, build trusted relationships with government stakeholders and on ground local civil society organisations, and support the advancement of the research and policy engagement for air quality. S/he should also be an effective mentor and role-model for the junior members of the team with the ability to guide, train and provide direction to the team members across technical and people management aspects. The successful applicant will assist the team in building CEEW\xe2\x80\x99s engagement with government and non-government institutions. The state coordinator will also act as a focal point for coordinating inter and intra-departmental activities aimed at reducing air pollution. Job Duties and Accountabilities

• Take complete ownership of CEEW\xe2\x80\x99s state-level stakeholder engagement (especially with gov\xe2\x80\x99t departments dealing with Pollution Control, Agriculture, and agencies implementing the National Clean Air Programme) and coordination related to state-level projects of CEEW in Uttar Pradesh.
• Provide support with state-specific technical inputs to facilitate comprehensive policy, institutional, and programme analysis.
• Support coordination with the relevant stakeholders in the state including the identified departments to ensure effective implementation of the project.
• Collect relevant data and information from the identified state departments and provide appropriate feedback on the same
• Plan, organise and manage meetings, consultations, and other events together with the state departments
• Undertake targeted data analysis, prepare minutes of the various engagements, consultations, and meetings with the state, and contribute to report writing
• Coordinate technical exchanges and communication (point of contact) between the CEEW and the state
• End-to-end management of our engagement in Uttar Pradesh including responsibility allocation to team members, internal review of content delivered by teammates and ensuring timely delivery of outputs
• To design and deliver on relevant research pieces that can strengthen air quality management in India
• To be on top of emerging research on air quality management in India, with a particular focus on implementation of India\xe2\x80\x99s National Clean Air Programme (NCAP)
• To track policy and regulatory developments that have implications for India\xe2\x80\x99s air quality
• To take \xe2\x80\x9cleadership by initiative\xe2\x80\x9d and be responsible for institutional responsibilities, as assigned from time to time
• Any other support or activities that may be required

Shortlisting Criteria Qualifications

• Master\'s degree in Public or environmental policy/ Development/ Agriculture/ Sociology/Urban planning or Social Work or any other relevant field relevant for air quality management related research.

Work Experience

• 10 years of relevant experience in policy engagement, and project management, preferably in the areas of air quality management
• Deep understanding of Institutional Arrangements and Governance processes and experience in institutional capacity assessment and policy analysis
• Demonstrable expertise and experience in building relationships with collaborators and government stakeholders
• Experience in engaging with interdisciplinary and inter-programmatic work
• Significant field experience of working with on-ground stakeholders, including consumers, farmers, agriculture extension organisations, communities, etc.
• Familiarity with air quality related stakeholders and policies in Uttar Pradesh

Key skills

• Must be proficient in Hindi and English
• Must have strong communication skills for effective, efficient, and adaptive verbal and written communication, and active listening
• Strong coordination and stakeholder management skills
• Strong proficiency with various quantitative and qualitative research methods
• Experience in leading stakeholder meeting and convenings
• Ability to apply technical knowledge to varied socio-cultural, ecological, and political contexts
• Strong writing skills with the ability to write coherently and concisely emails, opinion pieces, policy briefs, and reports
• Strong interpersonal skills, and confidence to engage with administrative, political, and business leaders
• Must have strong research skills \xe2\x80\x93 the capability to carry out systematic literature review, familiarity with research methods is a bonus
• Ability to dig deeper into details, while also keeping a sense of the broader objectives and big picture
• Willingness to learn, grow and develop at personal and professional front, at a rapid pace with a steep learning curve
