Gare Palma-IV/5 is an underground coal mine acquired by Hindalco Industries Limited subsequent to the completion of auction process after the mines were cancelled by Honorable Supreme Court vide its order dated 24th September 2014. The mine earlier belonged to M/s Monnet Ispat & Energy Limited who were supplying coal to its Sponge Iron Plant located in Raigarh over a distance of 70 km from mine site. It is one of the largest producing underground mine of India with a capacity of 1MTPA. The mine has multi seam workings with development work being carried out in top two seams i.e Seam -III(Grade G-12) and Seam -II(Grade G-8). Seam -I which is the bottom-most seam is virgin. Prior allottee has developed Seam -II extensively as its coal is of superior quality (G-8 grade) which is against the normal practice of developing top downwards. The mine is being worked with semi-mechanised Board and Pillar method involving drilling and blasting in coal and deployment of LHD's for loading. Coal evacuation from the mine is being done by a long network of belt conveyors which are 12.5km long. Dewatering of the mine is being done round the clock through a network of pumps with an installed capacity of more than 2000GPM. To ensure adequate working condition at the faces good amount of quality air is fed through two mechanical ventilators installed on surface. Power to all the above systems is supplied through 5 nos. of 1250 MVA DG sets. The balance reserves of the mine are 41MT and expected life is between 35-40 years. The mine is proposed to be worked by Hindlaco both departmentally and contractually. Coal extracted from this mine will be consumed for power generation at captive power plants of Hirakud and Lapanga in Orissa. To oversee all the above operations, to ensure system availability, uninterrupted supply of coal to EUP's, liasioning with local stakeholders, state and central authorities and to ensure statutory compliance appointment of Mines Manager is a must, hence the post.

KRA1 Material management oLead and motivate commercial team staff to ensure high performance and manage workload amongst team.
  • Direct responses to strategic commercial opportunities, including supporting commercial team as bid team leader, primary negotiator with partners and sub-contracting or lead agencies, coordinate with technical, headquarter support teams, as required.
  • Ensure compliance of the bid review and approval process according to HQ, including eligibility requirements, budget & Cash flow compliance.
  • Annual CAPEX, OPEX as a part of Annual business planning with its cost impact. /cost control
  • Vendor control and vendor development.
  • Co-ordination with users department.
  • Ensure timely delivery of material and services to users department.
  • Preparation of MIS and keep track on statutory permission/ License, renewal and periodically returns.
  • Close co-ordination with financial and accounts section towards timely payment of suppliers, implied rates of duties and taxes involved in capital and daily consumable procured.
KRA2 Dispatch : (WB/QC) oClose co-ordination with end user plant, timely delivery of coal.
  • Planning of Logistics according to users and goods availabilities.
  • Close co-ordination with financial department towards implied rates duties, royalties, cess, Transit pass availabilities, Assessment of transit pass,
  • Deputation of staff/ Weigh bridge , QC operator, for round the clock working,
  • Ensure all the machine and infrastructure related to dispatch system in good and healthy conditions with timely calibration etc.
  • Inter-department co-ordination with appraisal performance documentation etc.
KRA3 MIS and Data Source oDesign and develop MIS and historical data whether it is required statutory or may be used for managerial decision making.
  • Ensure integrity of data and timely preparation & submission of periodical returns.
KRA4 Team development and training oEnsure developing of down the line to ready with the group believes - Integrity, Commitment, Passion, Seamlessness & Speed.
  • Ensure developing of down the line with the inventory system, dispatch system and its utilization.
  • Observed all the training needs.
  • Identifies skill gaps and potential candidates and evaluate in time.
  • Co-ordinates with HR (Head) to provide suitable inputs to upgrade competency levels.
KRA5 Budget oProvide & validate inputs for OPEX & CAPEX yearly budget.
KRA6 Audit - Internal & External oProvide data, MIS for auditors - Internal and external & attend auditor's quarries.
