Overview / Responsibilities

Wood is currently recruiting for a Senior Contracts Engineer with extensive experience in the oil and gas petrochemical industry.

  • Responsible for supporting the objectives of the Health, Safety, Environmental and Quality Policy and Information Security Management Policy by adhering to applicable Procedures
and Work Practices while fulfilling of duties. * Support the objectives of the Health, Safety, Environmental and Quality Policy and

Information Security Management Policy by adhering to applicable Procedures and Work
Practices while fulfilling of duties. * Accomplishment of duties and responsibilities as assigned by Manager \xe2\x80\x93 Contracts or his

delegate. * Prepare and contribute in building cost data of projects and update departmental data bank

periodically as advised by Manager \xe2\x80\x93 Contracts. * Appraise Manager \xe2\x80\x93 Contracts for all project issues related to Contracts and QS.
  • Contribute effectively in lesson learned data and communicate to Manager \xe2\x80\x93 Contracts with
all details to incorporate necessary changes (if required) in future revision. * In absence of direct reports, perform and manage their responsibilities effectively.
  • Control of Construction Contracts project operations and co-ordination of interface activities
with other task force members in accordance with applicable company and project
requirements, systems, procedures, budgets and schedules. * Home Office support to the Field Construction Contracts Operations to ensure a consistent

and business-like approach. * Assess the manpower and other resources required to execute the work-scope contained

within the project and control/monitor expenditure. * Formulate and agree with the various task force members the Contracting Strategy and the

Contracting Plan for the project. Update and re-issue as necessary. * Preparation and control of Tender/Contract Documents to be used for the selection and

appointment of contractors for work or services on designated projects. * Actively promote effective communication and relations with contractors and all other

interfacing departments and disciplines in carrying out the assigned duties. * Assess the effectiveness of the systems and work methods in use and propose

improvements for the approval of management. * Carry out all home office quantity surveying requirements delegated to him for the project

and construction contracts to which he is assigned in accordance with applicable Company
and Project requirements, systems, procedures, budgets and schedules. * Support as necessary the administrative activities associated with contract execution similar

to that of contracts controller. * Support as necessary, all activities towards close-up of contracts.

  • Operate within the requirements of the Project Schedule and budgets.
  • Formulate and co-ordinate the assessment, measurement and control of construction
quantities, man hours and costs. * Participate in the determination of the overall Project Contracting Strategy when required.
  • When required prepare Schedule of Construction Contracts and agree same with Project
Manager, Resident Construction Manager, Planning Engineer, and advise other disciplines
of key activity dates. * When required assist estimators during initial design phase by collecting and providing data

on construction costs, etc. * Formulate and co-ordinate the preparation of the Construction Cost Plan and ensure that

sufficient details of construction costs are provided for inclusion in the project forecast when
required. * Establish extent of completed engineering and design work at any given stage by careful

examination of completed drawings etc., maintaining detailed dialogue with Designers and
Project Engineers and by participation in Project Work Scope Review Meetings. * Advise and assist FW engineers to control construction costs (both during estimate

preparation and subsequently) by detailed monitoring and quantitative feedback of the
evolving designs/costs and other developing trends. * Prepare and/or review Bills of Quantities and preambles, and other pricing schedules as

applicable. * Review and/or make recommendation regarding the value of Provisional Sums and/or

Development/Contingency Allowances to be included within tenders and awarded contracts
based upon a careful examination of the likely final scope of work to be constructed. * The efficient co-ordination of all activities required for the placing of construction contracts

and control of contracts administered by Home Office. * Participate in any surveys of contractors.
  • Prepare and review with project and corporate management a list of possible companies for
prequalification for each proposed work package. * Carry out the prequalification of companies wishing to tender including co-ordinating the

input from other disciplines as appropriate and prepare qualification report and List of
Tenderers form for management approval. * Review Subcontract Requisitions and definition of scope of work with engineering disciplines

to ensure that technical specifications etc are received in good time and satisfactory format
for tender purposes. * Agree with the Manager-Contracts, the format and project specific terms and conditions of

contract for the tender/contract documents. * Prepare and issue tender documentation in accordance with procedures.
  • Participate in pre-tender and/or tender evaluation meetings and prepare Notes of Meeting
when required. * Carryout techno-commercial evaluation and recommendation in coordination with other

disciplines. * Prepare price bid opening recommendation, evaluate priced offers and prepare final

recommendation. * Distribute relevant parts of tenders and expedite comments from other disciplines. Coordinate

the commercial and technical evaluation of tenders and prepare Tender Report and
Bid Summary form for management approval. * Reconciliation of tenders received against estimate.
  • Prepare contract documents and arrange for execution. Distribute conformed copies and
ensure that the Field Contracts Group have copies of all executed documents and all other
required information. * Advise Cost Engineer and Project Manager of any changes affecting Construction Contracts

man-hour requirements. Monitor man hour expenditure and review man hour requirements
on a continuous basis. * Advise field management on any contract / quantity surveying matter referred and provide

necessary support * Review claims arising and organise Home Office support and assistance where appropriate
  • Monitor the Home Office administration of contracts (i.e. processing of Payment Certificates,
Price Variation Summaries etc.) and ensure the satisfactory operation of procedures. * Review and analyse the cost reports and forecasts to ensure that information is being

presented in accordance with established requirements. * Ensure that records of costs and other statistical data are established and maintained to

enable feedback in accordance with established requirements. * Ensure that the requirements for the security of records and the maintenance of backup

copies are observed. * Participate in audits as and when required.

Skills / Qualifications
  • Engineering Graduate / Diploma
  • .Minimum 6 years (Graduate) / 8 years (Diploma) of experience in reputed PMC / EPC
organisation in the capacity of senior contract engineer or higher in Oil & Gas / Refinery /
Petrochemical / Chemical Sectors (Essential).
