Relocation Authorized:National - Family Telework Type:Full-Time Office/Project ABOUT BECHTEL: POSITION SUMMARY: Located at the Gurgaon, India office, provides lead project supplier quality supervision support to the BSQE Southeast Asia region including capability surveys, audits and project or shop quality surveillance in accordance with Bechtel Supplier Quality & Expediting Inc. (BSQE), Global Business Unit (GBU) and project procedures. Project Supplier Quality Experiance is must . JOB DIMENSIONS: A. Supervision Received Receives operational direction and guidance for supplier quality activities from BSQE Corporate Operations Manager and in some cases from GBU Manager of Procurement and Contracts or Supply Chain Manager. Receives functional guidance from the BSQE Corporate Operations Manager and India office Manager of Procurement and Contracts. B. Supervision Exercised Provides functional and project-related direction and guidance to project supplier quality representatives, project supplier quality supervisors and other BSQE operation group team members. C. Contacts Corresponds administratively with supply chain managers, India office functional managers, the GBU functional managers, BSQE, project supplier quality team, project engineering, procurement, quality assurance and construction personnel, and area supplier quality supervisors and specialists. Maintains contact with suppliers to monitor the supplier quality on projects post award. Occasional contact with customers at the operational level during external audits, project bid clarification meetings, and meetings to discuss supplier quality topics. RESPONSIBILITIES: Lead BSQE Regional PSQ activities innovation, benchmarking, budget estimation, Power BI dashboard reporting tools, stakeholder engagement program, Integrated Quality Surveillance (IQS) implementation, Supplier Quality Feedback Checklist (SQFC) development program, PMT & GBU level meeting participation. Lead BSQE regional hiring of project operations resources, training, career, and employee development programs. Coordinate with BSQE corporate operations manager, India office manager of procurement and contracts and supply chain managers for the allocation of project resources on intended PSQS or PSQR positions. Represents BSQE and project supplier quality in GBU or project meetings, project reviews and in the resolution of issues relating to BSQE or supplier quality. Researches, summarizes, and populates data in Power BI, excel and other digital tools established by BSQE or by project performance metrics procedure. Develop project specific metrics for implementation as deemed useful by the project team or by the GBU PSQ team. Lead development of SQ automation, data analysis & Power BI dashboards. Reviews material requisitions including technical specifications with respect to quality requirements and participates with Engineering in determining the levels of surveillance required and establishing witness and hold points. Facilitates communication between on and off project personnel across disciplines provides project direction to assigned project supplier quality specialists, supervisors and coordinates communication between supplier quality specialists and project personnel to assist in resolving technical and quality issues arising from area/shop supplier quality activities. Assists in the development of the final bid list and the selection of a recommended bidder. Assists with the establishment of Quality Surveillance levels required for each purchase. Participates in pre-award and post-award meetings/conferences with suppliers to review area supplier q uality\'s right of access, release for shipment authority, and notification on witness and hold points during quality surveillance activities. Prepares quality surveillance and capability survey assignments for execution by the assigned area supplier quality specialists. Participate in Supply Chain Risk Analysis (SCRA) assignments for execution by the assigned area supplier quality specialists and other BSQE team members. Provide direction and supervision to PSQRs, PSQSs and other BSQE operations team members. Provide project direction to supplier quality representatives that carry assignments for project. Participate in bidder pre-award and post-award activities and utilize SQEAS metric reports in bidder pre-award and post-award meetings and provide to SQR\'s to discuss known issues with suppliers during initial visits. Plan, prepare and administer Quality Surveillance Assignments (QSAs) for source surveillance, surveys and audits as required for the projects. Investigate quality issues reported by the GBU / BSQE equipment/materials where quality surveillance has been performed. Available documents such as UOS&Ds, Field Change Notices, back charge notices, NCR & Deviation Report registers, etc. should be utilized during the investigation process. Review, edit, accept, and distribute reports in accordance with SQ Manual, GBU and project procedures. Ensure survey and audit reports are approved and then posted into SQEAS and assigned repository. Regularly check anomaly code information and assignment information which has been siphoned from Quality Surveillance Reports into SQEAS is accurate and make any necessary corrections. Coordinate review, obtain, and resolve project quality assurance and engineering comments on quality surveillance plans when required by project procedures and engineering department procedure instructions (EDPI\'s). Monitor and report quality metrics established by the BSQE corporate operations manager. Follow BSQE, GBU, project procedures and work processes. Notify the SCM and responsible project personnel of any significant problems and initiate timely follow-up. Monitor and manage job hour and monetary budgets and initiate trends when any overrun is foreseen or experienced. Record and trend out of scope work resulting from activities being undertaken that were not originally estimated or planned. Provide supplier submittal document registers to SQR\'s when requested or on a managed regular basis. Coordinate review of quarterly supplier status reports for lessons learned on suppliers. Performs specific BSQE supplier quality related activities assigned by the BSQE corporate operations manager. JOB KNOWLEDGE: Experience with major commodities typically procured for Energy, Mining & Metals, Manufacturing & Technology, Infrastructure and Nuclear projects, recognized codes and standards, manufacturing methods. Extensive project supplier quality function experience with having high degree of complexity, e.g., preparation of detailed inspection plans for use on complete or uniquely designed systems preparation of full scope man-hour and budget estimates for proposed big-sized projects review of complex technical specifications or the establishment of project corrective action(s) to resolve nonconformances that have a significant impact on project cost/schedule. Extensive experience in providing guidance to PSQSs, PSQRs, SQRs, Digital & Business Analytics Experts and non-technical support staff as assigned. Requisite certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following: Conducts capability surveys of a prospective supplier P articipates as an audit team member or technical resource for nuclear material and/or quality program audits Monitors the administrative and technical performance of Third-Party Agency quality surveillance contractor personnel to assure that Corporate Supplier Quality Manual and Procedures and quality surveillance assignment instructions are implemented. QUALIFICATIONS AND SKILLS: BASIC QUALIFICATIONS: A bachelor\'s engineering degree from a reputed University. Minimum 15+ years of relevant industry experience in inspection and testing activities. Lean Six Sigma Certification (by Bechtel / ASQ / IASSC / GAQM) Expert computer skills including Power BI dashboard reporting, SQL, Minitab, SAS, Microsoft Office (Excel, Word, Power Point).
