Main purpose of job: Based in New Delhi, the Regional Procurement Manager will have a critical role for procurement activities across offices in South Asia region, which includes Posts in Afghanistan, Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka. The job holder will be responsible for manging the day-to-day Regional Procurement Hub activities, supporting the Head of Regional Procurement Hub, as well as working with customers and other procurement teams across the network, developing and co-ordinating delivery of procurement solutions. The job holder will ensure procurement activities are in line with FCDO Global Category Strategies, are fully compliant in with UK Public Contracts Regulations 2015, meets customer requirement and achieve best Value for Money for the FCDO and HMG. They will ensure that the Procurement Hub team is effective, motivated and supported to deliver FCDO procurement policy at a local level and successfully deliver great customer service to Posts. Key skills and experience for this role include but are not limited to: having an excellent understanding and knowledge of procurement policy and how it supports FCDO, Regional and Post objectives; Changing and improving the way procurement is conducted within the Region, identifying and implementing ‘smarter’ ways; working experience of procurement, including EU/UK procurement regulations; effective communication skills including engaging key stakeholders and providing strong direction; Seeking opportunities for delivering value for money through embedding a culture of value for money within the region. This role will require the job holder to work independently on a day to day basis, setting their own goals and targets that align with the wider Regional Procurement Hub. The job holder should be able to solve problems by weighing up a number of choices that balance the needs of operational efficiency, customer service and procurement policy and in doing so will be making operational decisions that they may need to justify and defend. S/he will also:

  • Be the initial escalation point when customers don’t feel they are receiving a satisfactory service.
  • Be a source of support and offer support and advice to the Regional Procurement Hub when they are faced with challenges in their work.
  • Ensure standardisation of processes and documents within the hub.
  • Flex resources across hub to ensure manageable workloads for all staff.
  • Building capabilities of team members through mentoring, coaching and where necessary, performance management.
  • 10% travel across the South Asia Region
This is a challenging role and is suited for a dynamic, self-starter, proactive individual with a proven record of accomplishment in procurement. They should be confident and can solve problems and launch themselves into new tasks with energy and enthusiasm. Roles and responsibilities: 1. Delivery of Regional Procurement Projects with lifetime value exceeding £25,000 (50%) - Working with customers at Posts in accessing local requirements; identifying cross regional requirements and utilising regional frameworks including the procurement of new ones; To conduct procurement of Goods, Services and Works for:
  • Requirements valued between £25,000 - £122,000: Review ITT packs, procurement plans, tender reports and savings
  • Requirements valued £122,000 and above: To be key contact point between Regional Procurement Hub and Commercial Assurance Board, with the intent to support, guide manage and run tenders on behave of Commercial Team in the UK
Ensuring procurements are carried out in accordance to FCDO Commercial policy, managing risks and assuring value for money. Developing and implementation of Regional Category Strategy, working with teams in the UK to develop Global Category Strategy. 2. Managing Procurement Performance (20%) - Regional Procurement Manager will manage and track KPI’s and SLA delivery. Review and manage the Strategic Procurements Plan for the region by July every year. Self audit to take place on a quarterly bases to ensure compliance through Jaggaer process, contract database, notifications, filing and achieving of tender related documentation. Producing reports for the regional head related to:
  • Regional Procurement Hub activity tracker
  • Supplier Maintenance Form tracker
  • Weekly/monthly hub dashboard
  • Ensuring accurate reporting data on Jaggaer
  • Jaggaer tracker
  • Savings tracker
  • Monthly performance reporting
  • Contract database
  • Quarterly spend reports
  • Yearly spend/ forecasted pipeline reporting
Any other procurement activity as deemed by the Head of Procurement. 3. Managing the Regional Procurement Hub (20%) - To support the Head of Regional Procurement Hub by day-to-day management of the Regional Procurement Hub Team. 4. Providing support to Posts for Procurements above £25,000 (5%) - Working with customers at Post within the region and supporting staff at Post in procurement activity including optimisation of suppliers as well as providing advice on Contract Management. This includes challenging assumptions, quantifying the need and providing advice and guidance. 5. Liaising with the Global Transaction Processing Centre on relevant Purchase 2 Pay activities (5%) - Co-ordination with the Transactional Processing Team as support /cover for the regional representative of procurement process owner. Approval of regional POs over £25,000. Resources managed (staff and expenditure): Regional Procurement Hub is a team of 6 procurement professionals. Job holder will have Line Management responsibility of 3 x EO and Countersign for 1 x AEO. Learning and development opportunities:
  • Continual professional development through CIPS certification up to MCIPS
  • UK Government Foundation level Contract Management accreditation

Essential qualifications, skills and experience

Language requirements: Language: English Level of language required: Operational – Extensive Essential on arrival:
  • As a minimum, the applicant must be enrolled with CIPS and actively pursuing MCIPS qualification.
  • As a minimum, the applicant must have advance MS-Office suite experience (Excel in particular).
  • A minimum of 4 to 6 years procurement experience across various industries.
Desirable:
  • Experience of working in a multi-national environment across multiple time zones.
  • Advance Souring or Contract Management Experience.
  • Advance Project Management Experience.
