Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California\'s Central Valley. Under the general direction of the Deputy Director of Infrastructure Delivery and the CP 2-3 Project Director, the CP 2-3 Project Manager is responsible for facilitating the successful delivery of assigned projects from inception to close-out, on schedule, within budget, in accordance with the approved scope, meeting established quality requirements and objectives under the direction of the Project Director and working in concert with the PCM Delivery Team. Specific responsibilities include management, oversight, and support of: the project teams in the management and oversight of all elements of the CP 2-3 design-build project, including but not limited to design-build issue resolution, contract issue resolution, claim resolution, right-of-way, third parties, etc. The CP 2-3 Project Manager works in the Infrastructure Delivery Branch of the California High-Speed Rail Authority\'s Office of Program Delivery. Basic Job Requirements . Accredited four (4) year degree or global equivalent in Civil Engineering, Construction Management, or a closely- related field. Twelve (12) years of work-related experience. Some locations may have additional or different qualifications in order to comply with local requirements Knowledge of Design-Build delivery of major transportation projects principles and practices of project management and construction management practices. Ability to understand all the interrelated aspects of program delivery in a design-build environment with multiple interrelated projects and functional areas. Prepare technical correspondence and complete, comprehensive reports address an audience effectively analyze situations accurately and adopt an effective course of action and communicate effectively to demonstrate leadership, team-building, and collaboration skills, for meeting established project goals and objectives. . Strong project and construction management background . Proficiency and knowledge of computer software applications such as Microsoft Excel, Word, and PowerPoint. . Familiar with transportation projects and disciplines . Knowledge of and ability to apply engineering judgment in areas of design and construction engineering on transportation projects. . The ability to maintain good communication skills and working relationships with management, consultants, private sector contractors, subcontractors and suppliers, and their associations, utility companies, local agencies, and other third parties. . Strong coordination skills, given the strong matrix organization assembled for the program delivery team . Excellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens . Ability to analyze situations and data accurately lead the development of effective solutions and strategies for difficult planning, environmental, engineering, technical and logistical problems related to delivery of the high-speed rail project and collaboratively engage the services of other parties necessary to achieve results Preferred Qualifications . Jobsite experience and understanding of construction safety program . Minimum of ten (10) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management . Project or area management experience in international locations and diverse cultural environments is recommended . Successful performance as project manager on a minimum of two (2) medium d project, or multiple project assignments in a significant role on large to very large d EPFC/CM projects . Completed all required in-house project management courses in addition to courses obtained from university or other qualified sources . Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces . Project Controls and Finance including understanding of: - Scheduling (including manpower loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting . Appreciation of key elements of contract law and when to engage legal . Regulatory requirements including permitting . Understanding of project funding . Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making . Ability to resolve complex problems and to be comfortable in complex project or business environments . Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks . Demonstration of innovation, initiative, maturity and sound judgment . Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project . Mobility - for example, relocating to site locations when necessary . Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations .
