Relocation Authorized: None Telework Type: Part-Time Telework Work Location: Various Locations Project Description: Saudi Arabian Bechtel Company is providing Executive Project Management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.' NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.' NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways. POSITION SUMMARY Working as part of a multi-disciplinary team in the Engineering Department, a Senior Engineer - Civil is required to combine their technical experience and knowledge for the management of infrastructure design including design of roads, storm drainage and other utilities by the client's design consultants.Assist the Engineering Manager in managing and delivering the Civil design in accordance with the Programme and the requirements of the client. Coordinate and monitor the development of the design consultant's planned activities and provide progress reports to Engineering Management, highlighting performance to plan. A key part of this role is the collaboration with the design consultant and the client. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate designs as well as the work processes. Working location will be a single status assignment at Bechtel/project office or design consultants' office. ESSENTIAL DUTIES: Management of design activities and coordination of workloads for Civil design. Plan, coordinate, manage and monitor the review of Civil design deliverables produced by the client's design consultant, including reports, providing feedback to the Design Project Manager regarding progress, key issues and risk. Coordinate and manage the design review of the design consultant's hazard and risk logs. Coordinate the response to comments raised on deliverables by the likes of subject matter experts, the design review team, the Independent Checking Engineer, and Independent Safety Assessors. Ensure the buildability of the proposed Civil design and suitability of materials. Coordinate engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors. Coordinate with other disciplines, consultants, and attend project meetings from time to time. Coordinate with Contracts Department and Construction teams for assisting the pre-construction procurement process and the checking and assembly of the design documentation for issue as design-build or design-bid-build tender packages as required. Review contractor's construction drawings, respond to technical queries and technical submittals to ensure compliance with design intent. Take an active role in Civil design reviews, interdisciplinary design reviews, client's Stage Review and Approval Procedure and provide comments. Represent the client in technical meetings and Value Engineering analysis. Perform work that involves conventional Civil design practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements. Provide guidance for assured design quality and compliance with the client's requirements, design guidelines, statutory requirements, local and international codes, standards and norms, and international standards of independent firms that are carrying out the detailed design. Assist the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and job satisfaction. JOB KNOWLEDGE: Broad knowledge of all phases of engineering, field activities, design engineering deliverables, Civil materials, and construction methods for development of various work areas, namely Recreational assets comprising of site wide infrastructure buildings, Ski Slopes Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts and Major structures consisting of Vault, Lake and Tunnel. Experienced with the practices and procedures as well as International Design Codes and Standards including broad knowledge of Saudi government compliance standards. Thorough knowledge of discipline engineering techniques, software, the design of engineered systems and design calculations. Experience in managing the design/installation/operation/maintenance of Civil work for Infrastructure facilities/assets. Experience in both design-build and design-bid-build forms of procurement with contractors and consultants Experience in field construction and inspection of Civil work for initial acceptance. Understanding of the roles played by other departments on projects including basic construction practices and the economics involved. Has experience with engineering work planning, scheduling and cost estimating. Familiar with discipline-specific Autodesk Design suite (e.g., Autodesk Revit, AutoCAD, Navisworks) design workflows and impacts to discipline productivity, schedule, budget, and staffing plans. Skills & Qualifications: A recognized Civil Engineering Degree from an accredited university with 10+ years of relevant experience in Civil design management. A professional license from a recognized licensing or registration board. Progressive experience in Infrastructure projects with a focus on civil designs of Recreational assets comprising of site wide infrastructure, Ski Slopes, Hiking and nature trails Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts and Major structures consisting of Vault, Lake, and Tunnel. Relevant experience in the KSA and MENA region and a sound understanding of the cultural norms and requirements of the region. Excellent interpersonal, analytical and communication skills (oral and written). Ability to prepare clear judicious planning procedures and user-friendly templates to assist entities in undertaking forward judicious planning. Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach. Proactive, supportive, questioning, ambitious and result driven individuals will be preferred. Must be able to work within a multi-disciplinary, multi-cultural team and manage ambitious multi-cultural relationships across a range of entities. Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers. Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
