Program Overview for Energy

The objective of the WRI India energy program is to inform and guide India\'s transition to cleaner energy. The program focuses on three inter-related aspects of this energy transition: enhancing energy access, scaling renewables among specific consumer categories, and achieving higher levels of energy and buildings efficiency. Our energy access work is specifically aimed at ensuring access to affordable and clean energy so as to improve socio-economic development in rural and remote regions of India. Through strong research, ground-level implementation experience, partnerships with key stakeholders and communicating our work, we seek to achieve impact at scale.

About your role:

WRI India is seeking a Manager - Wind Energy to work with and support the WRI India Energy Program in the country. The government notified the \'National Offshore Wind Energy Policy\' in 2015 providing the basic framework for developing the offshore wind sector. The government, through the National Institute of Wind Energy, has also issued \'Guidelines for Offshore Wind Power Assessment Studies and Surveys\' to enable private investors to carry out offshore wind resource assessments. Offshore wind resource assessments and related studies through the National Institute of Wind Energy are also going on to validate the potential in identified locations off the coast of Gujarat and Tamil Nadu. The Ministry has formulated a committee to finalize a roadmap for offshore wind development in the country, including upcoming offshore projects. WRI India is supporting the policy-makers and relevant stakeholders in developing state specific policies and roadmaps, which will ensure clarity on clearances, incentives, infrastructure, visibility on capacity targets, and who would be the off-takers of offshore wind power

How your day will unfold:

  • Drafting, reviewing, negotiating different types of contracts including for supply, technical support service and operation and maintenance of off-shore wind turbines
  • Carry out regulatory and policy impact analysis to help the partner/institute to develop the appropriate framework for offshore wind in India. Understand the Government of India\'s perspectives on the indigenization of manufacturing for offshore wind; subsidies to offset the initial high cost of electricity from auctions.
  • Critically review contract and legal documents, and develop Requests for Proposals (RFP), with functional teams to ensure that the RFPs are technically sound.
  • Lead and manage existing partnerships and engagement with government organisations in New Delhi/Chennai/Gandhinagar and building new relations with academic and industry contacts working in wind sector.
  • Provide strategic insight and thought leadership regarding the offshore wind sector and clean energy finance challenges, working through networks, information exchange, data analysis and horizon scanning to identify opportunities for WRI to create positive change; scope, plan, and implement strategies for achieving that impact.
  • Lead stakeholder dialogues, advocacy liaise with civil society, policymakers, business and government stakeholders and multilateral actors active in India\'s energy transition and represent WRI India in public forums.
  • Work effectively with WRI colleagues to ensure insights on India\'s transition; identify obstacles to decarbonization, preliminary requirements to establish baselines and benchmarks and foster greater acceptance of low-carbon products throughout the supply chain.
  • Lead WRI research, developing knowledge products, and internal/external communications material and tailored briefings on recent data and analysis, disseminating these to relevant stakeholders and events.
  • Ensure effective and timely implementation of project deliverables according to funder requirements, grant agreements, and project scopes of work and support funder communication, including required reporting.
Specific deliverables and milestones will be mutually discussed and agreed upon with the selected candidate. Qualification and Requirements we seek:

The manager should have a good understanding of legal contracting and liaising in the renewable energy sector and be able to talk about developing strategies and the practical implementation of them within existing renewable energy policies. The candidate should be able to take responsibility immediately and able to deliver high quality outputs.
Required Qualifications:
  • Master\'s degree with specialization in economics/legal or related field.
  • Minimum 8-11 years of relevant full-time work experience in the renewable energy sector, especially understanding of the wind energy sector.
  • Experience in project implementation, contracts, trade and taxation is desirable.
  • Excellent strategic understanding of India\'s electricity and renewable energy policy and its interplay with the broader geopolitics and financial aspects of the energy transition.
  • Relevant professional experience and a track record of activity in international energy policy, broader foreign policy, renewable energy or a related field.
  • Excellent networking, analytical, writing, and presentational skills -develop strategic messages and convey them convincingly to key audiences, both in writing and verbally.
  • Highly developed interpersonal skills, able to work effectively as part of an international team as well as independently
Salary & Benefits: INR 15,00,000 to INR 18,00,000 CTC Per Annum

Salary shall be commensurate with experience and skills. WRI offers a generous and comprehensive benefits package.

Duration: 1 year as term hire (extendable based on performance and project requirements)
