Job Description

This group of positions is responsible for the delivery and administration of legal services to ensure the issues of risk and governance within the business are aligned to corporate goals. Assess and manage legal risks faced by various TCL entities, including legal risk assessment for new product launches, extending operations in new geographies, cross-border telecom deals etc. Provide legal assistance to Board of TCL and TCIPL for information requests. Provide advice and legal expertise to BUs for resolution of disputes around litigations and arbitrations, police cases, statutory filings, licensing requirements, audit findings, business investment roadblocks, land disputes, accounting and taxation, etc. Supervise outside counsel in processing all court proceedings (including arbitrations, mediations and tribunals) around the world. File new patent applications as appropriate and manage existing patent portfolio. Oversee all trademark activity. Support Tata Sons trademark applications and trademark litigations. Conduct legal research and analysis on selected topics, prepares memoranda, position papers upon request. Resolve complex and general commercial transactions. Act as main liaison point for banking and financing transactions. Monitor filing and closure of claim settlements. Prepare quarterly litigation report for presentation to Board. Draft contracts and negotiate. Build and supervise a legal help desk of experienced attorneys to handle global transactions of day-to-day commercial matters relating to the sale of voice, data and mobility services as well as procurement matters. The function ensures adherence to regulatory requirements by constant updation of internal systems in line with evolving regulatory requirements.

Minimum qualification & experience
Engineering Graduate with additional qualification in Law preferable
8-9 years of experience in telecom, experience in handling of telecom nodal activities will be preferred.

Key Responsibilities
Nodal Officer of TCL for interaction with DoT LSA field units ( Telecom circles of India North & East region ) and DoT HQ DGT office for Virtual Network Operator license ( all authorisations - Access, ISP, NLD, ILD etc. ) & interaction with Law Enforcement Agencies ( LEAs). Responsible for Delhi LSA, Northern Region LSAs (HRY /Raj/ UPW/ Punjab/ UPE/ HP/J&K/ Uttarakhand) and Eastern Region LSAs ( WB/Bihar/ Jharkand/ Assam/ Odisha/ NE)
Regulatory Reporting to Government Authorities on periodic basis as per defined timelines including maitenance of list of retail and enterprise customers over password protected URL and support the subscriber verifiction audit conducted by DoT field units/ LEAs.
Support National security requirements raised by Law Enforcement agencies, DoT LSA field units on 24X7 basis as per Stanadard Operational Procedures. Support investigations/ enquiries by LEAs in terms of letters/ e-mails/ warrants within the stipulated SLAs from LEAs/ DoT.
Ensure all licensing compliance & terms and conditions as mandated by Licensor from time to time including blocking of internet sites and individual subscribers. Provide internal certifications/ compliances.
Handle technical and security related annual license inspections carried out by DoT LSA field units including resolutions of the queries within stipulated time frame. Support internal periodical inspections of telecom links.
Maintain good relations with all connected Govt. offices and supporting internal customers for any external customers help.
To meet adhoc requirements of LSA field units and any other work/ special assignment by the manager from time to time.

Technical Competencies
Excellent communication and interpersonal skills, should be able to interact with officials of DoT LSA field units and DG ( T) office, Delhi, Law Enforcement Agencies besides communication with internal cross functional teams. Well versed with MS Office (MS Excel, Power point and Word). Ability to work with cross functional team for identified projects.
