Job Purpose

• Manage and monitor the capex & opex budget spends as approved by Corporate and release of Purchase Orders to the approved suppliers as per the agreed commercials.
• Preparation of cluster related local RFPs, quotation and competitive bids with pertinent specifications, terms and conditions. Negotiate the best deal and bring value to the business.
• Coordination with user functions at cluster eg. Technology teams etc. and the vendors for aligning and coordination for deliveries (which includes picking up of material from vendor premises (or ports, as the case may be) for meeting rollout requirements optimum levels of inventories. This position needs to manage coordinated deliveries from multiple vendors to form the complete 'kit' for each site.
• Responsible for opex budget monitoring at the cluster in line with functional spend targets and business plan and report to the senior cluster stakeholders (including Finance, Sales & Distribution, Customer Service, Retail), Business head & Corporate teams.
• Management of multiple end-to-end sourcing projects/sites in parallel.
• Responsible for supplier selection, negotiation finalisation and contracting in close coordination with multiple stakeholders within clusters & corporate.

Key Result Areas/Accountabilities

• local Capex/Opex procurement in cluster/ circle by working closely & jointly with the User functional vertical heads (i.e., Technology, Finance etc.) to assess cluster business needs
• Vendor selection through proper market intelligence and benchmarking with other cluster buyers and telecom opcos.
• Releasing the local RFPs to the vendors selected as per the process laid down in SCM policy and DoA.
• Conducting E-Bid (Reverse auction) as per the process inviting multiple vendors short-listed.
• Negotiations with the suppliers for day-to-day requirement.
• Price comparison among vendors and benchmarking with last prices/terms and other clusters, price analysis based on different parameters.
• Explore the opportunities for standardizing and optimizing the specifications/scope and hence costs of cluster procurement.
• Benchmarking within the two organisations specification, cost and drive synergy benefits.
• Enabling the cluster SCM with visibility of all other clusters best practices and cost for benchmarking.
• Identify items having similar or same scope and negotiate with the vendor for better pricing and optimized volumes and common specs.
• Extension/replication of Best practices and low pricing across all clusters.
• Follow ethical work practices and demonstrate highest level of Integrity.
• Regular interaction with cluster network, finance teams for understanding cluster business requirements & cluster capex budget.
• Keep cluster teams informed about any specific developments affecting their KRAs & deliverables
• Close coordination with SSC on Orders and other processes like payments etc.
• Responsible for material tracking/deliveries from the different suppliers outside & within country.
• Closely work with Custom House Agent (CHA) & Logistic vendors to instruct custom clearance and material movement to ensure 'Zero' demurrage.
• Interaction with Custom Officers (for any type of queries raised) during custom clearance process.
• Closely work with cluster & corporate finance function about availability of timely custom duty to manage the cluster funds effectively.

Core Competencies, Knowledge, Experience

• Integrity, ethical and other value systems.
• Knowledge and 3-5 years' experience in procurement function.
• Forecasting, Aggregations and Analytical skills.
• Hard core negotiation and cost optimization skills, drafting and execution of contracts.
• Experience in SAP/Oracle/Other ERPs.
• Good communication, presentation, excel skills, MIS, and experience on ERP

Must have technical / professional qualifications

• BE/ MBA
