JOB PURPOSE
This role will be responsible for managing EHSS at STC B. Review of critical aspects of Environment, Health and Safety and Security at STC B. This will include, site specific regulatory EHSS compliance, compliance to ISO 14001 standards, development of EHSS programs & processes, interacting with APAC EHSS and GTC EHSS teams.To coordinate with regulatory agencies for licenses/consents, review of the due diligence reports of the toller sites carried out by third party.
KEY RESPONSIBILITIES

  • Develop, own and review on regular basis, the EHS strategy for the sites & operations within the scope covering short and long term goals and objectives. Manage the alignment with relevant stakeholders on site to ensure buy-in and support.
  • Plan and manage the annual budget and overall resources for the EHS systems supporting the strategy, goals and objectives.
  • Facilitate and follow-up on actions from various functions and departments in EHS improvement activities, rectifications works and
  • accident/incident investigations, contractor Permit-To-Work systems
  • Perform EHS inspections of the company operations to ensure compliance, and improvement of EHS improvements
  • Review of key safety systems and recommending corrective actions
  • Support effective identification, assessment, and prioritization of risks and the tracking and completion of risk reduction activities in a timely
  • manner
  • Identify and implement periodic EHS performance monitoring and measurements of the company\xe2\x80\x99s EHS performance through proactive and reactive monitoring e.g. noise mapping, trade effluent, industrial hygiene and air emission monitoring.
  • Lead process safety studies (HAZOP, ALARP, etc.) as study leader when required
  • Lead and implement EHS improvement activities arising from Corporate EHS and site leadership directions
  • Maintain EHS documentations required under the EHS management system e.g. accident/incident records, chemical inventories, licenses and permits, MSDS, etc
  • Ensure that systems and procedures within the department are in compliance with ISO14001, ISO 45001
  • Provide subject matter expertise to assure quality of PHA.
  • Conduct Business Continuity Plan (BCP) Exercises, and review and improve the BCP to ensure that it remains relevant and effective
  • Developing and implementation of site environment compliance program and tracking EHSS permit conditions compliance.
  • Resourceful to SHEM teams in developing and implementing need based EHSS training programs
  • To facilitate monthly safety committee meetings to discuss EHSS leading and lagging indicators for assessing the EHSS trends and implementing corrective actions to improve workplace EHSS standards
  • To facilitate EHSS inspections of facility to observe unsafe conditions, unsafe work practices through participation of employees

MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS
  • Graduate / Post Graduate in Chemical Engineering/ other relavant engineering with Diploma in Health & Safety from Regional labour institute or NEBOSH. PG Diploma in fire and safety
  • Minimum 20+ years of petrochemical/refining /R&D experience in one or more of the following areas: Safety, Process safety Operations
  • Working experience with hazard identification, risk analyses and assessment methodologies (e.g. Hazard Identification (HAZID), Review, PHAs
  • Working knowledge of industry codes, standards and practices relevant to process design and safety (e.g. ASME, API)
