Job Description


Objective : As Project Engineering Manager (Oil and Gas) the person shall be capable of Supervising & executing completed Overall EPC scope of work of all Disciplines, Electrical, Mechanical, Civil & Structural, Instrumentation including managing various stake holders like consultant, Internal project and procurement team. Candidates must hold a broad experience in Oil & Gas brownfield and greenfield facilities with EPC contractors. High order interpersonal skills and the ability to operate within a multinational environment with wide exposure to various cultures and customs. Excellent communication skills (both written and verbal) with ability to interact across multiple disciplines. Ability to influence and motivate others towards continuous improvements. He shall hold the knowledge of Primary / Secondary Engineering Activities of Oil and Gas Process Substation & AIS / GIS Substation Projects covering multiple geographical domains. He must have good knowledge in Layout Engineering in Substation Projects. He shall facilitate the modellers in development of BIM 3D Model for Substations. In addition, she / he has to coordinate with other departments including Inter-departmental checks covering, Electrical, Civil/ Structural, MEP, Instrumentation and others. The PEM shall be required to provide support the full project cycle of works from pre-bid engineering to support during commissioning and warranty periods and to extend support to site team. He shall have capable of leading multi-disciplinary engineering team ( 20 nos. -Managers/Lead Engineers) consists of different nationalities and Team of Lead Design Engineers, All Discipline Engineer, Site Engineering Manager , Consultant , Draughtspersons to manage the Engineering activities within budget, deliver on time and maintaining a high quality of engineering. Strong communication skills with all stakeholders and technical correspondence skills. Intellectual stimulation along with the impact of seeing and making things happen in reality. Key Responsibilities : Capable of performing duties with no direct supervision and within agreed schedules and budgets. Develop project engineering execution plans, budgets, schedules including manpower resource and ensure adherence to project milestones to deliverables. Ensuring timely Delivery of Engineering Drawings & Documents. Monitor project progress, identify, and resolve any issues or risks, and take necessary corrective actions to ensure project objectives are met in Engineering Stage. Conduct regular Engineering review meeting within team, prepare progress reports, and present updates to stakeholders, including senior management and clients. Ensure deliveries are aligned to Project Schedule. Participate in weekly project meetings with client. Plan and direct receiving, distribution, and filing of drawings and specifications through the Document Controller Ensure that engineering work proceeds in accordance with the quality assurance plan Advising to all discipline leads and take required initiate to identify the value engineering and optimization during Engineering stage. Capable to rise Engineering Change note (ECN), when required during Engineering stage. Capable to highlight additional and variation scope with required back-up document to client and get approval. Field Engineering Technical support to construction team for construction & Commissioning. Review all non-conformance and concession reports. Review drawings by Design Engineers & Draughtspersons & checking of design obtaining approvals from the client. Coordinating with Operations team and informing Design specifications for obtaining approval. Authorize requisitions for materials and subcontracting in regard to technical matters Capable of Multitasking and deliver multiple things on time. Coordinate with multiple disciplines for ensuring inter-departmental checks. Estimate and Plan man-hour requirements. Review BOQ and submit to contracts team and providing technical clarifications. Coordinate with multiple disciplines for ensuring inter-departmental checks. Provide support & clarifications to the Site Execution team. Check pre-award evaluation of vendors (w.r.t. technical specifications requirement of the client) and forward the validation document to Supply Chain Management. Inspect equipment from the finalized vendor after submission of validation document of the vendor. Clarify issues w.r.t. the design & requirements of the client to the Site Execution Team. Coordinating with Operations team and informing Design specifications for obtaining approval Collect inputs for project details (General Arrangement Drawings) from Vendors Submit requirement of man-hours for undertaking & reviewing of design & drawings of the project. Technical Expertise The Project Engineering Manger [PEM] is required to have an overall knowledge of all Disciplines - Electrical, Mechanical, Civil & Structural, Instrumentation, System Studies, Control & Protection requirement. Prepare and review various project related documents such as, but not limited to: design basis, feasibility studies (pre-FEED/FEED), industry analyses, project/tasks implementation schedules, plans and communications, presentation Expertise in Techno-Commercial, Agreements, identify risks, assess the impact and suggest mitigation measures. Techno-commercial evaluation skills /Bid-evaluation skills for various system / items. PEM should have detailed knowledge on Substation/Process plant equipment (415V - 400kV) Furthermore, should have all type of Layout engineering, Protection & Control system engineering activities covering SLD Preparation, Layout Engineering, Cabling, Earthing, etc. and related engineering calculations He must have advanced knowledge in Protection & Automation System in Substation. The person shall be thorough with protection applications. PEM should also have the following engineering expertise. An overall understanding of the inter-disciplinary (Civil & Structural, Mechanical and Instrumentation) design aspects of electrical equipment. Sub-Station & Process plant engineering calculations. Technical Data Sheet(TDS), Specification, RFQ Vendor Engineering Review (Pre-order, Post-order) including Technical Bid Evaluation(TBE) as per project requirements. Engineering Stage review (30%, 60%, 90%) including model preparation / review. Conducting Safety studies like SAFOP, HAZOP, HAZID etc Interface Engineering with various vendor equipments engineering, existing plant system, Remote Sub-station All engineering co-ordination to release proper co-ordinated IFC drawing / Documents. Operating Network Internally: Head of Engineering, Design Engineers, Draughtsperson, Site Execution team & Supply Chain Management team Externally: Clients, Consultants & Vendors Key Value Drivers On Time Delivery Productivity Enhancement Digitalization Risk Identification and Mitigation Cost Control Quality Control Customer Satisfaction (Customer Service Report) Optimization of Layouts Incorporation of Standardization (Eliminating inefficiencies) Software Skills Required: General awareness of and MS Office.
