Role Title: Investigator – External Investigative Reporting GCB: 6 Location (Country / City): Hyderabad The Opportunity: Responsible for conducting investigations concerning accounts/ transactions of an anomalous nature and, where necessary, escalating such cases in accordance with the External Investigative Reporting (Investigative Reporting) Instructions. What you’ll do: Principal Accountabilities: Key activities and decision making areas

  • Responsible for conducting effective and timely investigation into assigned cases in accordance with agreed standard reporting requirements and service level agreements. These cases will include:
    • anomalous activity reports from various parts of the bank as well as other HSBC entities as applicable, including other business lines and functions;
    • investigating and reporting against Production Orders;
    • escalated cases from Transaction Monitoring systems.
  • On receipt of a referral, conduct a review, in line with the instructions, in order to identify any probable financial crime related issues, or mitigation of any financial crime risks.
  • Responsible for writing a high quality investigative narrative (Investigation Report) and to record the case history, with supporting findings, in a approved case management system.
  • At the end of each investigation, post review recommendations should be made which may include referral to the MLRO as to whether a Suspicious Activity Report (SAR) should be filed or not.
  • Interact with relevant stakeholders, including Complex and Major investigations, and Customer Selection Secretariat (CSEM) to manage financial crime risk.
  • Manage Oracle Wachlist Screening (“OWS”) referrals in line with Name Screening and investigative reporting instructions.
  • This is a mid-level role, and the job holder will be experienced in conducting and managing investigations, which are more complex in nature and or sensitive.
  • As a Team Leader, you will be responsible for conducting Manager Reviews, on a sample basis, and consider if the review meets the appropriate standard as outlined in the instructions, providing guidance and advise where appropriate.
Typical Targets and Measures
  • Written record in all corresponding case file of recommendation and associated refer for action, to include reference to reporting to the regulator where appropriate.
  • Report is sufficient in scope and detail to have addressed the substantive issues and the final recommendation has a proper foundation in law and concurs with the issues discovered during the review.
  • Conclusions and recommendations that demonstrate courageous thinking and appropriate decision making, and a willingness to take responsibility for that decision, as well as strong and clear supporting rationale, without losing sight of speed to conclude and report to the authorities and executive management.
  • Cases contributed for continuous education purpose.
  • Faciliate and conduct peer review sessions with investigators to share best practice, amd or review completed or ongoing casework.
  • Sample review of casework, which should be documented in the case management system
Impact on the Business
  • Ensure appropriate pro-active use of media reports and relevant websites to gather intelligence and identify customers of HSBC involved in crime/ML/terrorism etc.
  • Produce a high quality case file including a comprehensive narrative and recommendation as to whether or not a SAR is raised with onward disclosure to the relevant authorities in accordance with procedural standards.
  • Process a proportionate number of Level 3 Investigations to the agreed procedural standards required and within agreed service level agreements.
  • Ensure appropriate consideration given to each case as to content and quality of content/narrative.
  • Determine whether the case warrants escalation to FCI functions etc. taking care to evaluate appropriately against relevant escalation criteria.
Customers / Stakeholders
  • Deal with enquiries from colleagues of other HSBC business areas in a professional, responsive manner, giving them appropriate guidance, referring to management where necessary.

  • As a Senior Investigator, the roleholder may be called upon to represent the function in stakeholder meetings, and or governance forums
  • Adequate and timely escalation of Compliance matters
  • Ensure that any interaction with senior stakeholders are subject to fact checking and review of any presentation and or paper.

  • Ensure compliance with Regulatory, Bank Policy and Principles. Maintain records update case histories and liaise with branches/regions in relation to the review of customers subject to one or more validated Anomalous Activity Report.
  • Working closely with the Manager, External Investigative Reporting to develop personal capability.

Major Challenges (The challenges inherent in the role that require a continual test of the role holder’s abilities)
  • Ensure suspicious activity is reported to the appropriate authorities in a timely manner and in accordance with the applicable SLA’s
  • Ensure that decisions to report to the authorities, or not, can be justified by documenting high quality, rationale, supported by investigative work and recorded findings.
Role Context (The environment and operating conditions of the role including the extent of guidance and authority)
  • The investigator role, within Investigative Reporting, is part of Financial Crime Investigations and is responsible for ensuring that assigned cases, including internal (UAR/OWS/CSEM/Investigation Exchange) and external (Production Orders) referrals, as well as Transaction Monitoring, and any other non-decribed source leads, are thoroughly and professionally investigated and, where appropriate, reported to the authorities in accordance with applicable proceeds of crime/regulatory requirements. It is the responsibility of the jobholder to decide whether activity is suspicious and therefore requiring reporting to the authorities (via escalation to the MLRO).
  • The Investigator will also provide, where applicable, guidance and assistance, to internal stakeholders in ensuring that we manage financial crime risk (this is separate to the advisory function). These stakeholders include:
  • Senior Management to actively manage live risk
  • FCC colleagues in the 2LoD
  • FCI colleagues at team, country, regional and global levels
  • Retail Branch Network staff
  • Assist in providing accurate and timely Management Information as required.
Management of Risk (Operational Risk / FIM requirements)
  • The jobholder will ensure that they are aligned to the requirements of the role by ensuring that they attest to reading and understanding the FCI Investigation Manual, and the Investigative Reporting instructions, along with ensuring that they complete any mandatory and or required training, within the timeframe determined by the function and or Learning & Development.
  • Where required through the role, they will undertake external training in line with the expectations of the role.
  • Any concerns must be escalated through line management as soon as they become apparent.
Observation of Internal Controls (Compliance Policy / FIM requirements) The jobholder will also adhere to and be able to demonstrate adherence to internal controls and to all relevant procedures, keeping appropriate records and, where necessary, by the timely implementation of internal and external audit points, including issues raised by external regulators. The jobholder will implement Regulatory and the Bank’s compliance policy by containing compliance risk in liaison with Global and Regional/Country Compliance functions. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
Requirements
What you will need to succeed in the role: Desirable
  • Universal banking experience across Retail, Commercial and Banking and Markets
  • Money Laundering investigations experience including understanding transaction monitoring scenarios
  • Familiarity and experience with transaction monitoring and associated systems and case management systems (Universal Case Management (UCM))
  • Experience with banking core customer data management systems (i.e. HSBC Universal Banking (HUB) system)
  • Experience of identifying activity indicative of Money Laundering (ML) or Terrorist Financing (TF) risk
  • Experience in undertaking investigations/analysis into customer activity with the ability to draw inferences from noted behaviour, including transactional profile, against expectation established from CDD data
  • Experience in writing reports to identify ML/TF risk and/or SAR reporting
  • Proven high quality spoken and written communication skills with the ability to draft reports and communicate conclusions effectively, in a clear, concise and professional manner
  • Consistently achieve objectives set for them and take action to improve their own performance
  • Strong organisational skills
  • Collaborative working style with colleagues and broader stakeholders within a cross-border and LoB matrix organisation
  • Prior regulatory or law enforcement investigations experience is advantageous
  • ACAMS or International Compliance Association (ICA) certificate/diploma, or equivalent qualifications
