Job Description



PRIMARY FUNCTION: Reporting directly to Executive Vice President, and to the Senior Management Team, provides leadership, direction and management on all human resources matters for Eastern Construction and its employees. This includes talent management, organization design and change management. Acts as a business partner to provide timely and appropriate HR expertise and counsel, as well as HR program design and delivery.
KEY RESPONSIBILITIES: 1. Recruitment: Manages the recruitment process making recommendations to hiring managers and negotiating offers of employment. Liaises and builds relationships with industry associations, recruiting firms and other contacts to source candidates and referrals to Eastern, in a cost effective manner. Builds, and modifies as required, a recruitment strategy that incorporates, Coop placements, on-campus recruitment and participation in Industry sponsored events to build Eastern’s brand as employer of choice. 2. Performance Management: Drives the employee evaluation process by working closely with Managers to champion the Performance Achievement System including; reinforcing the objectives and expected outcomes of the process; training employees and managers as required. Acts as a resource to ensure that mid-year follow-up meetings and year-end reviews are conducted in a timely and effective manner. Provides trend reporting from both reporting periods to department heads, and helps develop recognized training plans. 3. Training & Development: Performs training needs assessments based on management and employee feedback and performance evaluations. Investigates, coordinates and reviews training programs as required. Sources, develops and/or facilitates in-house programs, workshops, and seminars to meet training needs, including the mentoring program. Works closely with senior management to develop, implement, monitor, and update succession plan. 4. Employee Relations: Provides coaching and resources to employees and managers with respect to compensation, staffing initiatives, performance management, and employee relations. Motivates staff, counsels employees and coaches managers through demonstrated leadership and integrity with the aim to facilitate improved performance and employee engagement. 5. Compensation & Benefits: Manages the Payroll department and all activities related to compensation and benefits administration including reviewing salary increases to ensure internal consistency, co-chairing the pension committee, and annual review, negotiation, and implementation of the employee benefits plan. 6. Administration & Operations: Promoting operational efficiency by proactively managing, where possible, issues pertaining to Head Office operations. Manages and assists with the planning, scheduling and coordination of all company sponsored events. Oversees and supervises all employee related/company sponsored events. Manages special projects.

Able to proactively seek solutions, without deferring to others and escalating issues when needed. Acts as a confidential resource to employees and managers in facilitating the resolution of internal issues and conflicts. 3. Listening, Understanding & Responding: Listens, understands, and responds appropriately to the concerns of others by being receptive to new information, seeking out the facts before drawing conclusions, and showing a willingness to see things from another person's perspective. After assessing the issue, takes the appropriate action to achieve resolution via verbal or written communication.
JOB KNOWLEDGE & TECHNICAL SKILLS: 1. HR Best Practices: Develops and implements strategies, tools and human resources processes that favour the achievement of corporate objectives while optimizing employee engagement, accountability and development. Good understanding of Employment Standards Act 2000, and regulations. Able to interpret and apply relevant legislation. Ability to enforce Eastern’s policies and make recommendations on improving, and/or implementing new, procedures. Environmental scanning to ensure Eastern is up-to date on current HR best practices specific to the construction Industry. And updating policies when required. 2. Communication Skills: Excellent communication skills with the ability to multi-task and work independently or in a team with individuals at all levels of the organization. Ensures effective and timely internal communication relating to human resource programs, organization news, and initiatives. 3. Computer Skills: Ability to proficiently use Microsoft Office as well as Payroll software, to communicate and process information effectively to all stakeholders.

EDUCATION, EXPERIENCE AND SKILLS: Education: University Degree or College Diploma in Human Resources or related discipline Experience: Minimum Five years prior experience in a successful HR General or HR Management role developing and managing HR programs at both a strategic and operational level.

Organization and Time Management Skills – makes efficient use of time and resources available managing a high volume of work at both the strategic and operational level to meet goals.
WORKING CONDITIONS: Work Location: Head Office daily and regular visits to Project Sites. Occasional business travel. Department: One HR Coordinator reports to this position.
