BACKGROUND AND UNIT SUMMARY

HR Operations (PACSO), which is part of HRD Employment Policy, Compensation & Systems, currently operates in Washington, DC and Chennai, India to provide a wide range of HR services to World Bank Group (WBG) staff, consultants, dependents, and retirees. These services include front line HR processing and consultation support on HR policies and procedures via telephone, email, walk-in visits, virtual consultations.

PACSO provides centralized HR services to staff and retirees across the World Bank Group and is an integral part of the HRD Organization structure. The PACSO team is the first point of contact for HR Services and strives to continuously improve its processes to drive efficiencies and enhance effectiveness. These services include providing infrastructure for self-services transactions, Tier 1 support and Tier 2 consultation on HR policies and procedures via telephone, email or walk-in visits to the Washington, DC office. The team collaborates closely with other key partners including Payroll, Tax, Pension, Global Mobility, and HR CoE\xe2\x80\x99s, Business Partners and HRD Strategy teams.

PACSO\xe2\x80\x99s delivery model is enabled through a Modern HR IT strategy and the team has embarked on an ambitious implementation roadmap for providing state of the art technology capabilities to our staff and Managers. The current systems landscape is built around the PeopleSoft ERP including key modules like HCM, Benefits, Global Payroll, Pension, Talent Management (eTalent), and Performance Management (OPE/PEP). Other systems that we interface with are Learning (OLC), Recruitment (Compass), Self-Service (myHRSS); Business Objects and another 20+ add-on applications.

Duties and Accountabilities

  • Perform Short-term (ST) staff appointment and ST G4 VISA compliance related process in Admin Portal, SAP, People Soft and other internal systems.
  • Maintain high quality delivery on assigned transactions and adherence to service level standards.
  • Perform transaction processing and query handling, maintain accuracy, verify eligibility, validate/request with appropriate supporting documentation, update relevant HR systems and provide back-up support. Conduct research and analysis for case resolution.
  • Analyze and resolve diverse ST Administration & ST G4 VISA compliance related issues as they arise, which often requires interpretation of existing Staff Rules, guidelines, processes and independently determining the appropriate approach.
  • Demonstrate accountability with respect to prioritizing assignments and ensuring effective handling and completion of work.
  • Suggest ways to achieve organizational excellence by improving processes, enhancing work organization and working more effectively.
  • Escalate cases to SME (Subject Matter Expert) which require special handling, with Policy team, Tax, WFA and ITS.
  • Position will require to work in shifts outside the normal work hours.
  • Must be available to work full-time during business hours.
  • Must be willing to work on other assignments.
Selection Criteria
Required:

  • Bachelor\xe2\x80\x99s Degree with concentration in business administration, human resources, or related discipline with 2 years of experience, (or equivalent combination of education and experience)
  • Proven experience in ST Administration/Appointments/ST G4 Visa Compliance work program is an added advantage.
  • Ability to effectively communicate service delivery issues.
  • Excellent reading, writing, and listening skills.
  • Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks
  • Ability to develop / maintain business relationships necessary for the team to fulfill service delivery requirements.
  • Excellent organizational skills and ability to prioritize and deliver assignments in a timely manner often under time pressures.
  • Demonstrated initiative in developing practical approaches that improve work and effectiveness of unit/team.
  • Strong inter-personal skills and commitment to work in a team-oriented, multi-cultural environment.
  • Attention to detail in assessing, monitoring, and tracking process quality.

Preferred:

  • Demonstrated ability to work independently with less/no supervision.
  • Ability to use Microsoft office tools (i.e. MS Word, PowerPoint and Excel)
  • SAP, PeopleSoft, Case Management System and/or other HR Systems.
