We are currently searching for a Health Safety and Environment Lead to be based in Dubai and oversee our HSE in Middle, Asia and India, sites and office related HSE matters.

The correct individual will be responsible for

  • Building and setting the regional HS&E strategy, vision and budget, the strategy must ensure that Buro Happold meet all current legal obligations for our people’s Health and Safety and Environmental targets

  • Maintaining the safety/environmental management system across the region, including the strategic direction of the regions against the health safety & environmental (HS&E) programmes.

6143 Success in this role will require the ability to effectively own and manage the implementation of the Middle East, India and Asia HS&E strategies. This will involve managing a high volume of projects and deliverables with demanding deadlines, whilst maintaining attention to detail. You must be able to manage conflicting demands and prioritise deadlines which are time sensitive. In this role it will be critical to develop strong, respectful relationships with stakeholders at all levels across the global business and also with our clients and be influential in promoting our culture, working environment and brand. This role requires someone who is adept at using (or be keen to learn to use) digital and reporting tools for maximising productivity and has a passion for both learning and striving for continual improvement, taking advantage of the training and knowledge development on offer. Success will see you take ownership of the Middle East, India and APAC HS&E agenda and take pride in contributing to the overall success of the global team.

What will you be doing?

Responsible for ensuring that health, safety, environmental and wellbeing is 'no 1 on the agenda' aligned with the overall business goals and strategies. Manage interfaces with internal stakeholders including:
  • Responsibility to keep the Regional MDs and Regional Boards aware of significant HS&E issues arising and will update the Global H&S Director monthly.
  • Attend and provide reports to the Regional Boards
  • Attend bimonthly global H&S meetings with all regional H&S managers.
  • Direct and support the regional office directors and project directors.
  • Conduct site safety tours across the regions ensuring BH follow local HS&E regulations.
  • Provide HS&E expertise working with the various functions and disciplines, educating and aligning on shared strategies and goals.
  • Assist in the development of BH capability ensuring compliance with changing regulatory HS&E issues during design, construction, and management of regional projects.
  • Contribution to bid support and client support for regulatory compliance
  • Responsible for setting, agreeing, and controlling regional HS&E budgets.
  • Monitor the relevant HS&E training of employees to increase proficiency and compliance.
  • Develop and continually refine the Health & Safety strategy for the ME.
  • Responsible for providing advice, information and support on all health, safety, environmental and welfare legislation, and regulations.
  • To enable managers and leaders to ensure that safe working practices are created and ensure suitable and effective health and safety training is implemented and recorded.
  • To conduct health and safety inspections across the region, giving feedback on results and provide support and guidance on any actions required to reduce the risk levels.
  • Advise senior leadership and influence them to adopt recommendations
  • Contribute to the creation and development of global processes and procedures.
  • Lead and develop innovative solutions to problems, new approaches and any health and safety legislation changes.
  • Direct and drive specific environmental improvement programmes and collaboratively support the global environmental programmes.
  • Support offices across the region to prepare for external regulatory and ISO 9001 (Quality), 45001 (H&S) & 14001 (Environmental) surveillance audits.
  • A member of the Global H&S team developing the global strategy
  • A member of the global internal audit team

What will you bring?


Significant experience working as a Senior H&S Leader with a multi-disciplinary consulting organisation. You will have a recognised profile as a safety leader, ideally within the construction/engineering design industry. The ideal candidate will be a chartered safety practitioner (CSP)(CMIOSH) from IOSH or similar, with proven expertise in the development and implementation of Health & Safety strategy within a global organisation. The Regional HS&E manager will have excellent:
  • Influencing skills, able to collaborate with senior stakeholders
  • Presentation skills
  • Ability to prioritise work effectively and work under pressure.
  • Ability to work as part of a team and to work and cooperate effectively with colleagues to achieve the goals of the service.
  • Ability to communicate effectively in oral and written forms to staff at all levels of the company and external organisations, maintaining confidentiality of information.
  • Able to work on own initiative and be pro-active in giving advice.
  • Good organisational and administrative skills and ability to work on multiple tasks and ensure work is delivered on time.
  • A clear personal commitment to Buro Happold’s customer care policies and an understanding of their relevance to this post.

Qualifications
  • Chartered member of IOSH (CMIOSH), Chartered Safety Professional (CSP) or equivalent
  • University degree or equivalent
  • No known restrictions to applying for or obtaining US, KSA, and Indian visas
  • Working knowledge of global H&S legalisation to include:
  • ISO 45001, 9001 and 14001
  • OSHAD Regulations
