About the TA Facility/ENACTS at ISB-BIPP - Overview


The needle on nutrition in India has proven hard to move. Three factors have risen to the top for consideration. One, a focus on production and consumption of cereals is insufficient to meet the challenge; the focus must move to nutrient-dense foods (NDFs), such as fruits, vegetables, and animal-source foods. Two, in the context where most food is purchased from markets, government support towards market-based approaches should be enhanced. Three, digital technology, which has transformed lives across the country, must be brought to bear on the problem. ISB is setting up a Technical Assistance Facility to support agriculture-nutrition policy convergence at the Government of India & the State Governments (Odisha & Bihar), where government stakeholders of both agriculture and nutrition identify synergies, collaborate and work together, at the level of both policy design and programmes, towards improving nutrition outcomes amongst low income populations in underserved geographies by building improving accessibility, availability and affordability of NDFs amongst this target segment, with a focus on Nutrient-dense foods, and emphasis on market-based approaches. The Technical Assistance Facility is referred to as ENACTS -Enabling Nutrition-Agriculture Convergence through Technical Support.




Job Purpose


The vision for ENACTS is to support GoI to improve nutrition outcomes through ag-nutrition convergence, with a focus on Nutrient Dense Foods (NDFs) and the use of markets, technology and policy for improving availability, accessibility and affordability of NDFs to low income consumers in underserved geographies. The Head - PMU will play a key role in enabling ENACTS to realize its outcomes. She/He will be based within the Ministry of Agriculture & Farmers\xe2\x80\x99 Welfare (MoA) in Delhi or in the Departments of Agriculture in Odisha/Bihar at Bhubaneswar/Patna, and will anchor the work of ENACTS in the ministries & departments and facilitate coordination of the key interventions and activities of the TA Facility/ENACTS.




Job Outline


The Head-PMU will set up and lead the Project Management Unit (PMU) within the MoA/DoA/DAFE for the TA Facility. The incumbent will be responsible for the functioning of this PMU of the TA Facility. The incumbent will enable, facilitate and undertake the implementation design, operationalizing, measurement & monitoring of the key activities and interventions of the TA Facility, with a focus on creating lasting pathways at the GoI for agriculture-nutrition convergence. She/He will liaison with the key stakeholders in the Central/State Government, across ministries/departments and, institutions and organizations in enabling the operations of the TA Facility. She/He will work in conjunction with ISB-BIPP\xe2\x80\x99s central PMU (based in ISB, Hyderabad) and with the other PMU teams in the country (i.e., 1 at Delhi, 2 in States) for the key activities of the TA Facility; covering agriculture-nutrition policy convergence, interventions, rapid responsive research, knowledge management, communications and outreach for the TA Facility. The incumbent will also correspond and coordinate with the research facility (Policy Support Research Facility-PSRF) as one of the key ISB-BIPP\xe2\x80\x99s representatives towards the objective of ag-nutrition convergence at the GoI. (PSRF & TAF are facilities aimed at agriculture-nutrition convergence at the GoI, PSRF through research and TAF through technical assistance, interventions & activities). In addition, the incumbent will work closely with the Policy Director at ISB-BIPP and will be responsible towards furthering BIPP\xe2\x80\x99s policy initiatives and interventions at the GoI/State Government.
