Lead the external federal and state government relationship and engagement agenda for Novartis India
Develop / implement a Novartis Public Affairs strategy to create an optimal policy environment for our therapeutic product areas
Shape external policy to address short term business risks and opportunities and position NVS successfully mid/long-term.
Position Novartis as a trusted partner and build strong stakeholder relationships.
Depending on size of responsibility, lead and develop a small team -Deliver political intelligence and advice to relevant Novartis businesses
Major responsibilities:
Identify key policy priorities in alignment with business leaders
Contribute to the creation and implement relevant public policy positions, tools and data
In coordination with regions, build a strong Public Affairs strategy strategy and lead execution of advocacy on high priority topics,
Lead representation in key associations
Leadership by managing talent for the assigned area
Provide political analysis of trends in respective area and impact on Novartis, advise senior management on policy and regional issues.
Role model the Novartis culture
Reporting of technical complaints / adverse events / special case scenarios related to Novartis products within 24 hours of receipt.
Lead and develop the Public Affairs function \xe2\x80\x93 with a strategy to create an appropriate environment and shape/ explore Public Private Partnership (PPP) opportunities, especially in new-age therapies and emerging science/ technology such as Cell & Gene, Radioligand, etc.
Understand the changing dynamics of healthcare in India and influence policy across all major levels of the health system to optimize patient access to innovative medicines.
Analyze and track legislative, regulatory and health policy issues relating to corporate interests.
Develop strong relationships with senior healthcare bureaucrats, related professional organizations and other key third parties and drive healthcare policy through active participation in various fora.
Work extensively with Industry and Trade Associations, including providing inputs and direction to proactive/ reactive responses by Associations/ Chambers to industry issues, policy development, etc.
Advocate to key policy makers and present the relevant economic, relevant product and therapy value information to help to create an optimal business environment.
Build, establish and coordinate relationships with key Ministries/ Organizations (Central and State) and use these to drive Novartis priorities. Work closely and network with key functionaries in the Government \xe2\x80\x93 Ministries of Health, Pharmaceuticals, Commerce and Industry, Finance, External Affairs, Corporate Affairs, Science & Technology, Labour, Department of Biotechnology, National Pharmaceuticals Pricing Authority, Indian Council of Medical Research, NIPERs, key State governments, etc..
Anticipate and highlight the impending policy/ regulatory legislations and developments that may impact Novartis. Effectively address issues, formulate strategies and consult with business associates in formation of action plans which align with Government laws, regulations and standards.
Handle various issues related to Intellectual Property, Public Procurement, Pricing, Regulatory, Finance, Taxation, Imports, Tariff & Trade, etc.
Help in building a positive image of Company and represent Novartis business.
Promote Novartis as a leading healthcare company that can be a trusted partner with key Government officials, Payors, Patient advocacy groups, Medical and Business organizations that have major influence in the development of healthcare policy.
Support design and deliver on health economic modeling/ simulation projects such as cost effectiveness, budget impact, etc. to support the treatment value proposition for the payor and health systems. Help develop presentations, abstracts/ publications, and other materials to articulate and disseminate this evidence.
Collaborate with Market Access team to develop and implement key components of the reimbursement and market access strategy.
Represent the function on the Country Leadership team.

A post-graduation in Management / Economics will be preferred, with minimum of 15 years of relevant experience.
