About Chief Controls Office The Chief Controls Office (CCO) is responsible for leading and co-ordinating the Control agenda in the First Line of Defence (1LoD) across Barclays covering operational, reputational and conduct risk. CCO’s mission is to improve the Barclays control environment. CCO operates a service-led operating model consisting of: Controls Business Partnering; Framework Design & Execution; Policies & Standards; Controls Assurance; Management Information, MI Data & Reporting; Governance; and Transformation. About Controls Governance

  • The BX/BGSC India Governance team is part of the Chief Controls Office (CCO) and is responsible for actively managing the Controls Committees, Sub Committees / Forums, provide secretariat support for key Control Committees across the Bank such as the BX India Control & CSO Forum, COO Controls Forum, Group Controls Committee, BBUKPLC CC. (scope of activities for each For a may vary).

  • The team is also responsible for being the key point of contact between the various Controls Business Partners, Horizontals, Group Operational Risk (2LOD) and 3rd line of defence. It oversees the deployment of the Barclays Enterprise Wide Risk Management framework, Operational Risk Management Framework and the Barclays Control Framework. (Scope of activities for each forum/ committee may vary).

One of the core responsibility of the team is to provide a consolidated view of the Control Environment of the BX India entity, co-ordinate with the other Controls teams to ensure adequate compliance with the Barclays Control Framework and governance of control issues identified from time to time. Overall purpose of role and key accountabilities
The role is responsible for leading the Governance team from India wherein the scope of responsibility includes:
  • Leading the Governance service delivery team within BX-India CCO, to keep the team motivated and challenged.
  • Drive a culture of maintaining high delivery standards. Manage and supervise timely completion of all deliverables in the book of work which include:
    • Controls governance & reporting for BX India entity which includes reporting of key highlights, escalation points – status of Issues, actions coming due / overdue / at risk.
    • Monthly reporting for BX COO Control Forum, India MBR for BX India Co CEO (Management Business Review)
    • Quarterly updates for the India Board
    • Conducting and delivering the bi-monthly BX India Controls forum
    • Tracking & monitoring risk events control issues including adherence to the BX India Risk Event Escalation Matrix; performing BCF gap analysis, driving BCF awareness sessions across CCO, publishing key updates to the India and Global leadership etc.,
    • Governance submissions for other global governance forums such as such as the BX India Control & CSO Forum, COO Controls Forum, Group Controls Committee, BBUKPLC CC. (scope of activities for each For a may vary).
  • Provide support and guidance to aid the resolution of business risk and control issues.
  • Proactively identify continuous improvement opportunities in the control environment, the associated framework, supporting policies, methodologies, operational metrics, KPIs etc.
  • Promote adherence to Barclays Control Framework and check conformance with the other group policies across the functions by identifying key risks.
  • Work towards Coordinated efforts with the peers handling the similar portfolio for BI, BUK and BX business, outside India, to ensure synergies.
  • Develop and maintain relationships with stakeholders, represent the Governance team at key meetings, working groups and deputise for Controls Testing management as necessary.

  • The successful candidate will be required to work in partnership with a wide variety of stakeholders across CCO, Business Units and Functions including Risk and Internal Audit,.
  • The ability to communicate clearly and concisely is essential – written outputs, including draft/final packs/reports are expected to require minimal rework post internal Management review and stakeholder challenge; and
  • The ability to negotiate and influence effectively is also essential – reporting and governance of the control issues and risk events is often subject to check and challenge by stakeholders from time to time and the successful candidate is expected to address these without the need to escalate.

  • The role requires making strategic and tactical decisions according to business requirements and evolving situations;
  • The successful candidate will be required to demonstrate sound decision making and problem solving to ensure delivery in line with stakeholder expectations; and
  • The ability to remain objective is essential – not least when raising issues, and assessing and agreeing actions to resolve.

  • Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Person Specification
A proven team leader and people manager with the ability to deliver through others;
  • Strong analytical abilities, with a methodical approach, sound judgement and a close attention to detail;
  • Extensive project management experience and strong organisational skills;
  • Proven stakeholder management skills – setting and proactively managing expectations in challenging environments;
Excellent written and verbal communication skills;
  • Have a strong understanding of Risk and Controls domain within a top tier financial institution.
  • An excellent understanding of modern governance, risk and control assessment techniques.
  • Strong experience in a Front Office, Internal Audit, Operational Risk Management, Risk, Controls or related disciplines in the financial services industry.
  • Good organization, planning and project management abilities.
  • The role may involve overseas travel as needed.

Essential Skills/Basic Qualifications:
  • Graduate in any discipline
  • Extensive experience in one or more of the following: Internal/External Audit; Operational Risk Management; or Risk and Control related discipline; Risk/ Controls Reporting
  • Leading and driving Governance forums with senior stakeholders with first line/ second line/ third line of defence in a Bank or Financial Services domain
  • Experience of working in a Bank or Financial Services domain
  • Excellent understanding of risk and control frameworks and assessment techniques
  • Excellent communication skills and a proven ability to work in a matrix organisation.
  • Excellent Report writing skills and presentation skills. Proficient in MS Office – PPT, Excel, Work & Visio
  • Highly motivated, business-focussed and forward thinking.
  • Experience in senior stakeholder management. Ability to manage reporting lines and relationships across multiple disciplines.

Desirable skills/Preferred Qualifications:
  • Specialist Risk and/or Control-related qualification – formal accreditation / qualification relating to audit, risk and/or control etc.; and
  • Sound commercial judgment and overall understanding of the Financial Services Industry
  • Experience of designing, communicating & implementing internal control policies.
  • Experience in data crunching/ analysis
  • Knowledge of internal control and regulatory requirements & practice e.g. Turnbull, Sarbanes-Oxley, COSO, Basel II Accord, BCBS239 and data governance relating to operational risk preferred.
  • Experience in right-shoring risk/ controls related processes with appropriate governance
