Job Purpose
To guide & interact with Mining team on all India basis for mining related issues for LACL projects.
Strategic Planning to suggest Limestone deposits acquisition under PL-cum-ML, ML through auction/bidding as per new Govt. Policy. To look after Prospecting operations & suggest exploration methodology.
To formulate, develop strategy for Land Acquisition and implement all systems & procedures related to Land Acquisition for mines, cement plant & grinding unit sites for LACL projects looked after by Senior Executive President.
To co-ordinate/monitor/take action for permissions required for LACL projects looked after by SEP for environment, pollution control, Industry, Mines, Revenue, Ground Water & engagement of Consultants for conducting various studies.
Job Context & Major Challenges
MAJOR CHALLENGES:
KRA-1 Mines:

• To guide & interact with Mining team on all India basis for mining related issues for LACL projects.

• Identify new Limestone deposits areas and get PL-cum- ML & ML as per new Govt. Policy. Strategic planning to prioritize area, critical decision on financials based on deposit potential, market share & other factors.

• Identify the possible limestone deposit in different state of India and get the area under NERP (Non Exclusive Reconnaissance permit) under New MMDR act 2015.

• To look after Prospecting operations & suggest exploration methodology to conclude Limestone reserves for LACL projects.

• Critical evaluation of any new mining, cement plant & GU sites as per requirement.

• Land Acquisition, which is most critical in present scenario due to changing regulatory provisions & local environment.

• To adhere/implement all statutory requirements as per changing legislation from time to time in all the projects of LACL. This includes land, mining legislation, Industrial, environmental, Commercial, Railways, Ground Water,State level legislations & all other local body laws.

• Identify new sites for cement grinding units meeting all requirements pertaining to market & environmental consideration.

• Cost effectiveness.

• To get fiscal incentives under applicable industrial policy.

• To maintain very good relations with Politicians, Bureaucrats & Locals.

• Ensure smooth Commissioning of Projects.

• Following all new Rules & Regulations and changes in Mines & Minerals Laws, Land Acquisition laws and other laws/guidelines issued by State/Central Govt. applicable to project & timely implementation through effective communication & monitoring.

• To engage & monitor consultants for timely completion of studies related to environment, plant & mines pre-feasibility, ground water, railways, survey & prospecting, connectivity/infrastructure/market study as per requirement for LACL projects.

2.Mining & Geology (Proving /Evaluation of New Limestone deposit/Mines. 1.To guide & interact with Mining team on all India basis for mining related issues like Geology, Mine Planning, Scheduling etc for LACL projects.
2. To conduct / Monitor Reconnaissance study, Prospecting & drilling operations, Geological mapping, evaluate geological / exploration reports & data to take critical decision for Greenfield / Brown field units (Based on data evaluation).
Due diligence of all proposals/ new areas & to suggest further suitable course of action for management decision.
KRA10 Foreign Assignments To identify new Limestone deposit in neighboring countries, like Nepal, Bhutan etc and its evaluation & strategic acquisition.
KRA2 New Project activity. To interact with Project Heads on all India basis for LACL projects for permissions related to cement plants, mining ares for LACL projects like mines, environment, pollution control board, railway, PWD, ground water board, Town Planning/Revenue for Change of Land Use pattern & any other permissions required at project state.
KRA3 Mines xe2x80x93 PL-cum- ML & ML, Mineral Concession To acquire PL-cum-ML, ML for Limestone as per new Government Policy through auction/bidding.
Identify the possible limestone deposit in different state of India and get the area under NERP (Non Exclusive Reconnaissance permit) under New MMDR act 2015 for suggestion to state Govt for notify block under auction if found suitable under evaluation.
Monitor progress & follow up for grant of PL / ML on all India basis for LACL..
To apply areas for ML in granted PL area & follow up for grant of ML from the Central & State levels. PL / ML transfer cases as per requirement. Timely implementation of any changes in Acts, Rules, Regulations & guidelines etc applicable for grant of Mining Leases (ML)/ Transfer of PL/ML & other permissions.

5. Evaluation of proposals 1. To identify suitable site for Cement Plant near Limestone deposit / GU with respect to infrastructure (Road, Rail, Water, and electricity) environmental & other required parameters.
2. Co-ordination in Land Acquisition activity, different units of group for project / Mines related issues.
3. To associate and assist in arriving financial value of Asset, total project cost
4. Optimum utilization of man power and resources available at different projects of LACL.
5. To evaluate proposals on all india basis and arrive to conclusion for decision by top management.
KRA5 1. Liaisoning with State & Central Govt.
2. Liaisoning with outside agency for Studies. 1. On time deliveries of various approvals required for new projects from State/Central Govt. & adopt changes of laws as per applicability.
2. To co-ordinate & arrange timely completion of various studies like Pre-Feasibility Report, Techno Economic Feasibility Study Report, Geo-Technical Study Report, Environmental Study Report, Ground Water Study Report, Electrical & Railway Report etc in connection with new projects.
KRA6 1. Land acquisition
2. Legal Matters / Statutory compliance 1. Formulating strategy for Land Acquisition for Limestone deposit, cement plant and grinding unit and to look after land acquisition activities as per requirement.
2. Coordination with legal council. Statutory compliance for all project related activities.
KRA7 CAPEX/ Budgeting To prepare budget on all India basis for projects being looked after by Land acquisition and Corporate Liaisoning Cell, HO to achieve targeted growth plan based on inputs received from various projects. Budgeting include Land Acquisition, Prospecting, all other studies related to plant, mines, Grinding Units, Administration & Capex requirement on all India basis for LACL Cell.
KRA8 People Management/ Training Needs To suggest various training requirement to keep pace with the changing regulatory and technical requirement for the persons working at different locations.
KRA9 Co-ordination with other
Departments Speedy on time disposal of work on all India basis. To prepare MIS in coordination with the concerned department/ Unit on all India basis for Mineral Concession areas like PL/ML applied, granted, LOI, fiscal benefits in various States, statutory permissions required for new Cement Plant, Mines & Grinding Unit projects on all India basis looked after by LACL Cell etc.
To suggest corrective action from time to time to all projects as per requirement. '
