1. POSITION VACANT: Chief of Party, National Democratic Institute, Dharamshala, Himachal Pradesh

3. JOB DESCRIPTION/ RESPONSIBILITIES:

- NDI is seeking a Chief of Party (CoP) with experience in providing high-level program support and technical assistance, to lead the multi-year, USAID-funded Central Tibetan Administration - Capacity Building Support Initiative (CTA-CBSI). The purpose of this program is to support the CTA\'s capacity to deliver effective and sustainable services to Tibetans living in South Asia.

- The CoP\'s responsibilities include the overall management, financial and human resource oversight, donor and partner relations, and strategic development of the program. S/he shall also be responsible for conducting regular political analysis, supervising overall security management and operations, managing program budgets, and maintaining relationships with Tibetan, Indian and U.S. Government (USG) partners and organizations, including senior USG officials, non-governmental entities, the diplomatic community, and donor agencies.

- The CoP will work in close coordination with Washington, D.C.-based NDI staff to manage program operations in the country, and provide technical expertise to support the strengthening of the CTA\'s democratic governance, transparency, and accountability and promote effective citizen participation in decision-making.

- The CoP will also lead activity design and implementation, monitor program progress, engage with local partners, manage program staff, liaise with the program donor, and ensure adherence to program budgets and donor requirements.

Key Job Responsibilities:

(1) Oversee the timely execution of program design, implementation, and monitoring and evaluation in relation to program objectives

(2) Provide technical expertise in the implementation of program activities and advise program beneficiaries

(3) Manage and build the capacity of in-country program staff, considering structure, individual performance, evaluation, promotion and discipline

(4) Manage program partnerships with international and local partners to ensure streamlined, effective programming

(5) Cultivate and maintain collaborative relationships and communication with USAID/India to ensure programmatic goals are achieved and operational and reporting requirements are respected

(6) Establish and maintain close working relationships with the Government of India, as well as Tibetan parliamentarians, civil society organizations, government officials, and political leaders, and other implementing partners

(7) Ensure adherence to NDI Washington, D.C. policies and procedures, as well as to funder/ donor regulations, ensuring the integrity of all financial transactions

(8) Regularly report on program activities and political developments that may affect program outcomes to the Washington, D.C.-based staff

(9) Oversee the development, review, and timely submission of program-related materials, including project work plans and regular reports, that measure and evaluate program results.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications :

(1) Applicants must have a Bachelor\'s degree, preferably in international development, political science, international relations, public policy, law, or a related field.

(2) A master\'s degree in a relevant field, shall be an advantage.

Experience :

(1) A minimum of 14 years\' experience in progressively more responsible management roles in international development, with significant experience in administering multi-year, donor-funded programs in the areas of governance, citizen participation, and gender, youth, and marginalization

(2) Experience of working with Tibetans is highly desirable, especially with the CTA

(3) Demonstrated experience in program cycle management, including experience in results-oriented program design, strategic planning, program evaluation, financial and budgetary planning, and contractual management and oversight

(4) Prior experience of working in USAID-funded programs is required

(5) Proven experience in implementing gender-sensitive programming

(6) Substantial experience in capacity-building and training facilitation is preferred

(7) Substantial experience in monitoring, evaluation, and learning is preferred.

Skills and Competencies :

(1) Strong practitioner command of effective tools and approaches for fostering and strengthening democratic governance, transparency and accountability, and effective citizen participation in government decision-making

(2) Experience in managing multi-stakeholder processes

(3) Strong communication and negotiation skills

(4) Demonstrated ability to develop solid working relationships with local and national governments and government officials, civil society organizations, political parties, and members of the donor/ diplomatic community

(5) Proven interpersonal and managerial skills and cultural sensitivity, to manage in-country teams

(6) Ability and willingness to travel to regional locations that may be remote and difficult to reach

(7) Strong written and oral communication skills in English is required; Proficiency in Tibetan and/or Hindi is a plus

(8) Familiarity with Google Workspace (Gmail, Calendar, Google Drive, G+, etc.)

5. COMPENSATION OFFERED: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and program budget.

6. LOCATION: The position is anticipated to start, on or around, January 2024 and will be based full-time in Dharamshala, India. Authorization to work in India is preferred, but not a prerequisite for applying. The hiring of this position is contingent on donor approval of key program personnel.
