Job Description

OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS) to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence-based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

Underlying Values and Core Functions of WHO:

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access o quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India's population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of WHO Representative to India and direct supervision of Administrative Officer, the incumbent performs the following duties:

1. GENERAL

  • Assist with focal point activities in the context of the Regional Administration and Finance Officers (RAFO) work which oversees 270 field locations.
  • Contribute toward the review, update and compilation of administrative guidelines - with specific reference to Administration and Finance Guidelines, Field Operations.
  • Ensure timely follow up on requests for information, briefings and other actions, emanating from the office of the Administrative Officer, liaising with units/teams, as appropriate.
  • Receive visitors and telephone calls with tact and discretion, and act according to the nature and urgency of each, including redirecting as appropriate.
  • Provide background information for appointments with official visitors and/or staff members.
  • Organize and manage, Administrative Officer's calendar and agenda, in order to ensure smooth running of AO's office.
2. PROJECT MANAGEMENT
  • Assist in the development and implementation of project plans for 3Rs initiative (Reduce, Reuse and Recycle) project, an initiative by WR in coordination with select WCO personnel.
3. CORRESPONDENCE
  • Draft correspondence and reports, as required, on general administrative or specialized tasks which may be of a confidential nature.
  • Verify that outgoing correspondence/technical reports are presented in accordance with WHO standards and department styles and checking language, grammar and accuracy prior to submitting for signature and clearance.
  • Assist in analyzing incoming correspondence and requests in the light of background material, Instructions, policies and precedents, researching, obtaining and attaching background information as per the needs, or redirecting them as appropriate.
  • Prepare and monitor checklists for documents routing for AO approval, ensuring effective communication among different units. Using appropriate tracking tools, follow-up on and ensure that target dates and deadlines are met, and that correspondence and queries are responded to ln a timely manner.
4.HUMAN RESOURCES
  • Assist In administrative formalities related to engaging consultants/advisers for administrative services.
5. INFORMATION MANAGEMENT
  • In close collaboration with other support staff, create and/or maintain filing systems.
  • Search office files and records relating to a variety of topics for information and reference.
6. MEETING ADMINISTRATION
  • Arrange, coordinate and lead administrative preparation for meetings, seminars, workshops, assisting with preparation of documents: dispatching of materials liaising with participants, taking minutes and following up on actions. Prepare briefing documents and information related to AO's presentations, travel and meetings.
  • Assist in coordinating the agenda of team meetings by liaising with respective focal points. Provide administrative preparation of AO's participation in regional review meetings/trainings/conferences/panel sessions: invitation letter and acceptance; share the agenda of the meeting; objectives of meetings; brief on the other dignitaries/participants etc. Background information; AO's talking points, AO's seating (dais arrangement) and any other relevant infonnation
7. TRAVEL
  • Organize and manage all duty travels of AO: Research and recommend travel and hotel options. Preparation of detailed itinerary and travel plan in consultation with the concerned officials.
8. OTHER DUTIES
  • Perform other related duties as required or instructed by WR, including providing support to other areas of work.
REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education.
Desirable: University degree from a recognized university would be an asset.

Experience

Essential: At least 8 years of progressive administrative/clerical work experience.
Desirable: Relevant experience in WHO or another UN agency would be an asset. Knowledge and practice of Oracle-based or other ERP systems is an asset.

Skills
  • Thorough knowledge of modem office practices, procedures and operations;
  • The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO;
  • Good knowledge and understanding of WHO Financial rules and regulations, manual provisions;
  • Ability to draft correspondence and prepare minutes of the meetings, etc.;
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required;
  • Ability to maintain and update knowledge in the use of office technology through inhouse courses, on-the-job training and/or sell-training.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,164,340 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
