AREA OVERVIEW



To provide strategic and tactical management and oversight of the Asia Property Management Environmental, Health and Safety (EHS) activities and initiatives, including the development and implementation of the Asia EHS Strategy, policy, direction and systems to enable the provision of a sustainable, safe and healthy workplace for all Morgan Stanley staff and clients across Asia.

One of the key drivers for success is for the EHS Manager Asia to have the necessary skills, knowledge and experience to communicate and influence at Senior Management level across the Firm. The new appointment will also be required to identify, lead and implement initiatives to continuously improve sustainability and safety culture and performance in our Business Units.

This role is primarily focused on work within the Asia region although will also be required to input into a number of global initiatives, working with regional colleagues.




PRINCIPAL RESPONSIBILITIES



EHS LEADERSHIP


  • Provide guidance and advice on health and safety risk management across Asia.
    Define strategy to support the Firm’s operational sustainability target (10-point plan).
    Identifying and defining regional legislative standards and best practice.
    Designing and implementing practical EHS risk management strategies and procedures.
    Ownership for definition and implementation of Asia region wide EHS policies and practice.
    Develop an audit program to measure and report EHS performance against agreed standards.
    Influencing staff, clients and contractors through effective communication.
    Manage the planning, development and delivery of a Health and safety training programme for the region.
    To provide practical, proportionate and effective solutions to H&S risks across the region
    Work collaboratively with Property Management teams and vendors to ensure full compliance with all EHS requirements at all sites.
    Work closely with the Workplace and Design team to create the Wellness Strategy for the region.


CLIENT / STAKEHOLDER MANAGEMENT AND COMMUNICATION:

  • To build and maintain relationships with Business Units, provide competent advice and guidance to EHS senior management committees, forums and teams and develop strategic long-term health and safety management plans for mitigating health and safety risk within their areas of responsibility
    Strong interpersonal and negotiation skills, ability to influence, good organizational skills and attention to detail
    Ability to work unsupervised and complete tasks with multi-cultural teams in the APAC region
    Ability to research and generate EHS policy and strategy
    Excellent verbal communication skills
    Effective written communication, including technical reports, risk assessments and training materials
    Presentation skills to deliver localized training to staff as required at all levels.


OPERATIONAL

  • Provide guidance and advice on health and safety risk management at all levels on the account
    Provide technical advice on all relevant EHS issues to accounts and advise accounts of changes in legislation
    Identify and deliver account EHS training requirements
    Support the completion of workplace risk assessments and reviews in accordance with legislation or upon request
    Support and ensure appropriate documentation of accidents investigations
    Conduct EHS inspections and audit workplace standards and activities
    Support monitoring procedures and reporting of regional EHS performance
    Organize, maintain and demonstrate effective EHS Communication plan for the region
    Ensure Service providers maintain continued compliance with regionally defined EHS Standards.
    Implementing Indoor Air Quality and Water Quality Programs and Action Plans, providing analysis and solutions for improvement, if necessary


FINANCIAL / COMMERCIAL MANAGEMENT

  • The EHS Manager Asia will own the development of EHS budgets and forecasts, including EHS project-related opex and capex budgets. The EHS Manager Asia will also be responsible for EHS related key performance indicators and service levels.
    Define reporting protocol to provide key stakeholders with updates on EHS initiatives, financial and key performance metrics.


GLOBAL INTERFACE:

  • Regular liaison with the global EHS counterparts in EMEA and Americas regions, to ensure policy, process and procedure alignment and consistency.
    Participation in global EHS programmes and initiatives.




KEY SKILLS REQUIREMENTS




  • Educated to degree level ideally in a Health and Safety or Energy and Sustainability related subject (essential).
    NEBOSH National Diploma in Occupational Health and Safety, Internal Auditor ISO 14001, ISO 50001 or equivalent (desirable).
    Familiarity and experience with the LEED and Well Building Standard.
    At least 5 years of experience in managing EHS programs and processes, incident reporting and working in an APAC regional role across multi-site property portfolios of corporate clients.
    Knowledge and understanding of relevant standards, legislation and the ability to keep up to date with current trends and related best practices in the APAC region.
    Excellent PC skills, proficient in Microsoft Word and Excel.
    Language(s): Must be fluent in written and spoken English (Cantonese and/or Mandarin desirable).

  • Health and safety / Sustainability experience is critical Knowledge of facilities management and project management is of benefit to ensure a level of understanding re in-scope functions. It is important that the candidate is able to work in a flexible environment. In a program environment, plans & priorities can and do change frequently. The candidate will need to demonstrate self-motivation and confidence through this period. The candidate needs to be proficient with all Microsoft Office tools and demonstrate a high level of IT knowledge and awareness.
