Job Description


  • Support management of program activities towards development of competitive electricity market mechanisms (for example, energy portfolio management, bilateral trade, supplier switching, etc.).
  • Support implementation of cost-reflective tariff schemes based on available good practice in the electricity sector.
  • Provide advice and guidance on power market design and policy implementation.
  • Build and maintain strong partnerships and effective coordination among relevant stakeholders (for example, USAID and other international donors, government bodies, non-governmental organizations or other relevant partners).
  • Lead on-going tasks related to modernizing utilities and deployment of advanced energy solutions
  • Lead activities on energy sector policy, legal, regulatory, and market improvements in all six countries (including India) of the South Asia region.
  • Identify, design, and implement new tasks related energy sector policy, legal, regulatory, and market improvements.
  • Identify, design, and implement new tasks related to utility digitalization and transformation.
  • Design and conduct workshops and capacity building trainings on topics related to sector and energy market reform and institutional transformation.
  • Develop new work plans, prepare budgets, develop SOWs, and manage subcontractors.
  • Develop internal processes and standards to ensure consistency and quality of service delivery.
  • Provide cross-pollination of lessons learned and overall harmonized technical approaches across all SAREP countries and selected utilities.
  • Interact directly with counterparts; work independently on complex assignment projects; and lead projects and teams.
  • Provide technical oversight to work of subcontractors involved in implementation of energy sector policy, legal, regulatory, market and utility improvements.
  • Raise the Activity’s profile through outreach and knowledge sharing.
  • Perform other duties as assigned.

  • Master’s degree in Engineering (Electrical/Electronics/Computer Science/Information Technology/Power Systems), Economics, Business Administration, and 6 years of experience; bachelor’s degree in mentioned fields and 8 years of experience
  • Understanding of the South Asian electricity market, constraints, and opportunities.
  • Demonstrable knowledge of the modern utility business including one or more topics covering asset management, utility financial and operational performance improvement, resiliency planning, grid modernization, cybersecurity, tariffs, various forms of regulation, and low carbon strategies.
  • Strong executive presence with an ability to build trusted relationships with partners, customers, lenders, service providers and investors.
  • Excellent oral and written communication skills in English.
  • Willingness to travel regionally to project locations, conferences, and workshops
