. The ideal candidate will independently handle U.S. visa processes, employee onboarding, HR administration, performance management, workforce compliance, and policy implementation.
This role demands exceptional accuracy, communication, confidentiality, and comprehensive knowledge of U.S. labor laws, USCIS/DOL regulations, and organizational HR best practices.
Key Responsibilities:
1. U.S. Immigration & Visa Management (End-to-End)
Manage all non-immigrant visa categories including
H-1B Cap/Transfer/Extension/Amendment, L-1A/L-1B, TN, E-3, O-1, B-1/B-2, H-4
, and Change of Status cases.
Administer all
F-1, CPT, OPT, STEM OPT
processes, including I-20/I-983 handling, DSO coordination, and reporting compliance.
Lead complete
Green Card (PERM)
lifecycle: PWD, SOC code selection, recruitment steps, ETA-9089 filing, audit response, and I-140/I-485 processes.
Prepare and validate required USCIS/DOL forms and support documents:
, support letters, client letters, SOW/MSA/PO files, project descriptions, and organizational charts.
Coordinate
visa stamping
, biometrics, consular documentation, and global mobility logistics.
Maintain accurate tracking for
I-94, visa expiry, passport renewal, OPT deadlines, H-1B max-out
, and priority dates.
2. RFE/NOID Handling & Audit Excellence
Lead preparation of
RFE/NOID responses
, collecting detailed evidence, technical documentation, client verification letters, and compliance materials.
Maintain complete and audit-ready
Public Access Files (PAF)
and LCA postings.
Ensure readiness for
USCIS site visits, ICE I-9 audits, and DOL Wage & Hour audits
, and conduct internal audits periodically.
3. Recruitment & Talent Acquisition
Create job descriptions tailored to U.S. roles and skills.
Source, screen, and interview candidates for U.S. positions.
Conduct reference checks, coordinate hiring manager interviews, and manage the offer process.
Evaluate visa feasibility for candidates in consultation with recruitment teams and attorneys.
Ensure recruitment processes are compliant with EEOC and U.S. labor laws.
4. Onboarding, Training & Employee Development
Develop and deliver onboarding/orientation programs for U.S. employees.
Prepare documentation for employment eligibility, I-9 verification, and compliance during onboarding.
Coordinate internal and external training initiatives and track employee development programs.
Ensure new hires receive immigration guidance, policies, and company culture orientation.
Support U.S. payroll by ensuring compliance with LCA wage levels, prevailing wage requirements, and bench wage regulations.
Maintain accuracy of compensation packages, salary revisions, and bonuses.
Oversee U.S. employee benefits including health insurance, retirement plans, PTO, and leave programs.
Assist employees with benefits queries, enrollment, and compliance documentation.
6. Employee Relations & Workplace Culture
Address employee complaints and conflicts promptly with confidentiality.
Conduct investigations, provide corrective action recommendations, and support disciplinary processes.
Promote a positive, inclusive, and compliant workplace culture through engagement activities and communication strategies.
Act as a trusted HR advisor to employees and leadership.
7. Legal & Policy Compliance
Ensure compliance with
USCIS, DOL, ICE, FLSA, EEOC, FMLA
, and state/federal labor regulations.
Maintain and update organizational
HR policies, immigration policies, and employee handbooks

Monitor regulatory changes and update leadership on new compliance requirements.
Perform risk analysis for employment, immigration, travel, and statutory processes.
8. Performance Management
Coordinate and manage U.S. performance review cycles and documentation.
Assist managers with goal-setting, appraisal discussions, and talent development plans.
Track performance improvement plans and coach employees where necessary.
9. Record Keeping & Documentation Management
Maintain accurate, up-to-date, and confidential HR records including:
Employee personnel files
Attendance
Leave
Immigration documents
Employment agreements
Compliance archives
Maintain electronic and physical documentation in audit-ready status at all times.
10. Reporting, Analytics & Process Improvements
Maintain immigration dashboards, visa trackers, compliance calendars, hiring reports, and HR analytics.
Prepare periodic reports for leadership on workforce metrics, visa pipelines, hiring progress, and attrition.
Develop and improve SOPs for recruitment, onboarding, immigration, HR operations, and compliance.
Lead process automation, tracking systems, and documentation improvement initiatives.
Required Skills & Qualifications
Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).
6-8 years of hands-on experience
in U.S. HR operations and immigration management.
