to the preparation of techno-commercial proposals. The focus is on projects involving
system integration
,
fire safety systems
,
ELV systems
(CCTV, access control, Public Address (PA)),
automation
,
Building Management Systems (BMS)
,
electrical
, and
MEP (Mechanical, Electrical, and Plumbing) projects
.
This role requires the analysis of project drawings, Bills of Quantities (BOQs), technical specifications, and client requirements to prepare
accurate and competitive
proposals for both government and private sector projects. The Engineer will collaborate closely with the design, procurement, and project teams to ensure
reliable cost forecasting
and implement
value engineering
principles.

Mechanical, Electrical, Electronic Engineering
or a related field.
Key Responsibilities
1. Estimation and Costing
Study technical drawings, BOQs, RFPs/RFQs, and specifications to thoroughly understand project scope and requirements.
Prepare detailed
cost sheets, rate analysis, and BOQs
for:
Fire alarm and fire fighting systems.
CCTV, access control, and communication systems.
Building automation and control (BMS/IBMS).
Electrical and MEP systems.
Break down material, labor, and service costs, source subcontractor quotes, and compile complete costing sheets.
Factor in logistics, overheads, statutory charges, and applicable taxes into the final pricing.
2. Tender/Bid/Proposal Preparation
Prepare and submit
technical and commercial proposals
for tenders and RFQs (government & private).
Ensure all submissions meet tender compliance requirements, including pre-qualification documents, mandatory formats, vendor registrations, and annexures.
Prepare
deviation/justification documents
where necessary.
Work with Business Development (BD), design, and project teams to compile complete bid packages and align the tender strategy, ensuring
timely submission
.
3. Vendor and Material Coordination
Liaise with
OEMs (Original Equipment Manufacturers) and suppliers
to secure competitive pricing and technical offers.
Evaluate multiple vendor options for cost, availability, compliance, and delivery timelines.
Maintain a cost database of materials, services, and subcontractor rates.
Identify opportunities for
value engineering
.
4. Technical/Commercial Evaluation
Analyze client requirements or consultant discussions and suggest
optimized or value-engineered solutions
.
Conduct pre-bid
technical reviews
with internal stakeholders (design, procurement, execution) for accurate inputs.
Analyze client feedback, update costing assumptions, and optimize margins accordingly.
5. Documentation and Reporting
Maintain estimation records for all projects, including cost breakdowns, assumptions, and supplier rates.
Prepare project
cost comparisons
and revise estimates based on updated information.
Generate periodic
estimation reports
and
bid-win analysis
.
