Job Summary
The
Tender Officer
will be responsible for the end-to-end management of the tender process for solar and wind power projects, from initial identification of opportunities to the final submission of comprehensive and compliant bids. This role requires strong organizational skills, meticulous attention to detail, excellent coordination abilities, and a deep understanding of tender requirements to ensure timely and high-quality submissions.
Key Responsibilities:
Tender Identification & Tracking:
Proactively monitor various tender portals, government websites, and industry publications to identify new Request for Proposals (RFPs), Expressions of Interest (EOIs), and tender announcements for solar, wind, and hybrid projects (development, EPC, PPA).
Maintain an up-to-date database of all identified tender opportunities, including deadlines, key requirements, and progress status.
Tender Document Analysis & Summarization:
Thoroughly review and analyze complex tender documents, including technical specifications, commercial terms, legal clauses, qualification criteria, and submission guidelines.
Prepare comprehensive tender summaries highlighting key requirements, deliverables, deadlines, and potential risks for internal review by management and relevant departments.
Coordination & Input Collection:
Act as the central point of contact for all tender-related information and coordination.
Coordinate effectively with various internal departments, including Project Development, Engineering (Solar/Wind Design, Civil, Electrical), Project Management, Finance, Legal, Regulatory Affairs, and Procurement, to gather necessary technical, commercial, and financial inputs for the bid.
Facilitate internal kick-off meetings and regular progress reviews to ensure all stakeholders are aligned and contributing as per schedule.
Proposal Compilation & Submission:
Compile, format, and prepare the complete tender bid package, ensuring all documents are accurate, consistent, and comply strictly with tender requirements.
Oversee the generation of all necessary annexures, supporting documents, declarations, and financial guarantees.
Ensure timely and secure submission of bids, whether physical or online, adhering to all specified protocols and deadlines.
Post-Submission Follow-up & Clarifications:
Manage all post-submission queries, clarifications, and corrigenda from tendering authorities.
Coordinate internal responses and ensure timely communication back to the authorities.
Documentation & Knowledge Management:
Maintain a well-organized repository of all submitted bids, tender documents, correspondence, and relevant templates.
Support the creation and maintenance of a knowledge base of standard responses, technical write-ups, and company credentials for future bids.
Assist in post-mortem analysis of submitted bids (successful and unsuccessful) to identify lessons learned and improve future bidding strategies.
REQUIRED
Demonstrable experience in handling tenders for solar and/or wind power projects is a significant advantage.
Strong understanding of typical tender processes, bid evaluation criteria, and contract types (e.g., EPC, PPA).
Exceptional organizational skills, meticulous attention to detail, and ability to manage multiple tenders simultaneously under tight deadlines.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) for document preparation and data management.
