Key Responsibilities of a Tender Manager (OUTSOURCING AND CONSTRUCTIONS)

Tender Opportunity Identification
Monitor government portals, client communications, and industry sources for construction tender opportunities.
Track relevant tender notices (public & private sector) and prequalification invitations.
Maintain a calendar of upcoming tenders, deadlines, and submission dates
2. Tender Analysis & Bid/No-Bid Decision
Analyse tender requirements, scope, and feasibility.
Review project scope, specifications, timelines, and risks.
Lead internal reviews to assess project feasibility and strategic fit.
Recommend bid/no-bid decisions based on resources, capabilities, and profitability.

Tender Planning & Documentation
Lead the preparation of tender submissions, including:
Technical proposals
(methodology, work program, HSE plans, QA/QC procedures).
Commercial proposals
(pricing, terms, payment schedules).
Develop a tender timeline and ensure all internal teams meet deadlines.
Ensure all documentation meets client specifications and complies with legal and contractual requirements.
Maintain version control and oversee proofreading, formatting, and final review.

Cost Estimation & Pricing
Work closely with quantity surveyors (QS), estimators, and procurement teams to develop accurate costings.
Incorporate materials, labour, equipment, overheads, and risk contingencies.
Review and approve final pricing in line with margin targets.
Ensure profitability while remaining competitive

Stakeholder Coordination
Liaise with project managers, engineers, finance, legal, and procurement departments for input.
Engage with subcontractors and suppliers for quotes, scope alignment, and pricing.

Risk & Compliance Management
Identify and evaluate technical, commercial, legal, and environmental risks.
Ensure compliance with tender requirements, construction regulations, Company Policies and local laws.
Prepare risk registers and mitigation strategies.
Identify and mitigate risks associated with bids and potential contracts.
7.
Submission & Presentation
Oversee the final compilation, formatting, and submission of the tender documents (physical or electronic).
Manage clarification queries, post-tender negotiations, and bid presentations if required.
Ensure timely and compliant submission of tenders (electronically or physically).
8.
Database & Documentation Management
Maintain a database of all tender submissions, outcomes, feedback, and lessons learned.
Archive tender documents, contracts, and correspondence for future reference.
9.
Continuous Improvement
Analyse unsuccessful tenders to identify areas for improvement.
Update templates, checklists, and standard documents to reflect best practices.
