Summary:
We are seeking an experienced "Procurement Expert" to lead the end-to-end tendering process for high-value government projects. This role involves managing tender identification, documentation, bid preparation, submission, and post-submission follow-up in close coordination with cross-functional teams. The ideal candidate will bring deep knowledge of government procurement regulations and a strategic mindset for winning tenders in the consultancy and services sector.
Key Responsibilities
1. Tender Management:
Identify relevant government tenders aligned with company's core offerings.
Manage the entire lifecycle of tendering from opportunity tracking to bid submission.
Interpret and respond to RFPs/RFQs with complete technical and financial documentation.
Coordinate with internal teams for content preparation, cost estimation, and proposal validation.
2. Documentation & Compliance:
Prepare and review technical/commercial proposals, pre-qualification documents, and pricing sheets.
Ensure all tender submissions adhere to relevant government procurement norms (GFR, GEM, CVC, etc.).
Maintain accuracy, consistency, and completeness of submitted documents.
3. Coordination & Communication:
Collaborate with technical, legal, finance, and project teams to gather inputs and data.
Liaise with government departments, PSUs, and third-party vendors for tender clarifications and updates.
Respond to post-submission queries, attend pre-bid meetings, and coordinate timely responses.
4. Vendor & Stakeholder Management:
Identify and onboard vendors/subcontractors when required.
Ensure compliance and alignment with project scope and contractual terms.
5. Market Intelligence & Strategy:
Conduct regular competitor analysis and pricing benchmarks.
Develop win strategies aligned with evaluation criteria and scoring mechanisms.
Candidate Profile
Experience: 2 to 5 years in tendering/government procurement, especially in service/consulting sector.
Education: B.E./B.Tech / MBA or equivalent.
Sector Preference: Must have experience working with government clients only (central/state ministries, PSUs, autonomous bodies, etc.)

Government tendering process (GEM, CPP, eProcurement portals)
