We are seeking an experienced Tender Executive with proven expertise in e-tendering platforms and JK tender processes to manage end-to-end tender operations.
Key Responsibilities
Tender Management:
Identify, analyze, and pursue relevant tender opportunities on e-tendering portals and JKMSCL platforms
Prepare comprehensive tender documents, technical bids, and financial proposals ensuring compliance with all requirements
Coordinate with internal departments to gather necessary documentation and certifications
Submit tenders within specified deadlines through various e-procurement platforms
E-Tendering Operations:
Navigate and operate multiple e-tendering portals including government procurement platforms, GEM portal, and state-specific systems
Manage portal compliance requirements
Monitor tender status, respond to queries, and handle clarifications during the tender process
Maintain accurate records of all e-tender submissions and outcomes
Coordinate sample submissions, product registrations, and pre-qualification processes as required by JKMSCL
Documentation & Compliance:
Prepare EMD/bid security, performance guarantees, and other financial instruments
Ensure all statutory documents (GST, drug licenses, ISO certifications, etc.) are current and compliant
Maintain comprehensive tender database with tracking of submissions, outcomes, and follow-ups
Prepare comparative statements and cost analysis for bid evaluation
Coordination & Follow-up:
Liaise with vendors, suppliers, and contractors for competitive pricing and technical specifications
Follow up on pending tenders
Attend pre-bid meetings and tender openings when required
Handle tender queries and addendums promptly
Required Qualifications
Education:
Graduate and above
Experience:
Minimum 3 -4 years of hands-on experience in tender management
Mandatory experience with e-tendering platforms and processes
Technical Skills:
Proficient in operating e-procurement portals
Strong knowledge of tender documentation, bid preparation, and submission processes
Understanding of JKMSCL tender requirements, timelines, and compliance standards
Proficiency in MS Office (Excel, Word, PowerPoint)
Experience with digital signature certificates and e-bidding procedures
Professional Skills:
Excellent attention to detail and accuracy in documentation
Strong analytical and numerical abilities
Effective communication and coordination skills
Ability to work under pressure and meet tight deadlines
Good organizational and time management capabilities
Problem-solving mindset with proactive approach
Preferred Qualifications
Experience in medical supplies, or healthcare sector
Knowledge of government procurement policies and GFR rules
Familiarity with quality certifications and regulatory compliance
Previous experience with multiple state medical supplies corporations
