The Tender Executive/Specialist is responsible for the end-to-end management of the tendering process for Polyvion Wires and Cables Pvt Ltd, focusing on securing contracts from government entities, public sector undertakings (PSUs), and large industrial clients. This role demands a strong understanding of tender procedures within the electrical/cable manufacturing industry, expertise in navigating relevant e-procurement portals, and the ability to prepare technically compliant and commercially competitive bids. The ideal candidate will be a proactive and detail-oriented professional who can contribute directly to the company's growth by maximizing tender win rates.
Responsibilities and Duties:
Tender Lifecycle Management:
Proactively identify relevant tender opportunities from government, PSU, and industrial sectors through various sources (e-portals, publications, industry networks).
Manage the complete tender lifecycle, from initial opportunity assessment and pre-bid meetings to bid preparation, submission, and post-bid follow-up.
Ensure compliance with all tender requirements, deadlines, and legal/regulatory frameworks.
E-Procurement & Portal Management:
Demonstrate advanced proficiency in navigating and utilizing key e-procurement portals, including GeM, CPPP, and those specific to power, infrastructure, and construction sectors.
Manage digital certificates, user accounts, and vendor registrations on relevant portals.
Stay updated with changes and updates in e-procurement procedures and portal functionalities.
Bid Preparation & Documentation:
Prepare comprehensive and accurate technical and commercial bids, ensuring alignment with tender specifications and Polyvion's capabilities.
Coordinate with internal departments (Sales, Production, Quality, Logistics) to gather necessary technical data, certifications, and documentation.
Prepare and submit all required documentation, including eligibility criteria, technical specifications, financial statements, and compliance certificates.
Manage and organize tender-related documents, correspondence, and records systematically.
Technical & Commercial Acumen:
Develop a strong understanding of Polyvion's product portfolio (wires, cables, etc.), technical specifications, and manufacturing processes.
Analyze tender documents to identify technical requirements, commercial terms, and potential risks/opportunities.
Prepare cost estimations, pricing strategies, and competitive commercial offers.
Evaluate tender terms and conditions and propose suitable contractual clauses.
Vendor Registration & Development:
Manage the process of vendor registration and empanelment with key government and PSU clients (e.g., CPWD, PWD, Railways, Power Grid).
Prepare and submit documentation required for vendor approvals, pre-qualifications, and product certifications.
Build and maintain relationships with relevant procurement officials and stakeholders.
Post-Bid Activities:
Attend and participate in tender openings, technical presentations, and commercial negotiations.
Follow up on bid status, address queries, and provide clarifications as needed.
Coordinate with internal teams for order processing, contract execution, and payment collection upon award.
Manage bank guarantees (BGs) and performance bank guarantees (PBGs) as per tender requirements.
Market Research & Analysis:
Conduct market research to identify upcoming tender opportunities and industry trends.
Analyze competitor activities and pricing strategies.
Provide inputs to management on tender-related performance and strategies.
