Surveillance Executive - Customs-Bonded CFS / ICD

Job Purpose:

The Surveillance Executive is responsible for monitoring and safeguarding customs-bonded cargo, containers, and premises at the CFS/ICD. The role ensures compliance with Customs Act, SEZ/FTWZ norms (where applicable), AEO, ISPS, and CBIC security requirements, prevents pilferage or tampering, and supports customs audits and investigations through effective surveillance and documentation.

Key Responsibilities ()

1. Surveillance & Monitoring (Customs-Bonded Operations)

Monitor 24x7 CCTV surveillance of bonded warehouses, container yards, examination areas, stuffing/de-stuffing zones, and customs-controlled locations.

Track movement of import, export, and bonded cargo to ensure no unauthorized access or diversion.

Monitor container sealing/unsealing activities, customs examinations, and cargo handling operations.

2. Customs Compliance & Regulatory Support:

Ensure surveillance coverage meets Customs bonding license conditions and CBIC security guidelines.

Provide CCTV footage, logs, and reports during:

Customs inspections

Preventive checks

Audits and investigations

Support compliance with AEO, ISO, ISPS Code, and internal SOPs.

3. Gate Control & Movement Verification:

Monitor entry/exit of:

Containers

Trailers

Bonded cargo vehicles

Authorized personnel

Verify gate operations against customs documents such as:

Bill of Entry / Shipping Bill

Bond registers

Gate passes and EIRs

Highlight discrepancies between physical movement and system records.

4. Incident Detection & Reporting:

Detect and immediately report:

Pilferage or cargo tampering

Seal discrepancies

Unauthorized access to bonded areas

Safety or security breaches

Prepare time-stamped incident reports with CCTV evidence for customs and management review.

5. Surveillance System Management:

Ensure operational readiness of:

CCTV cameras (fixed/PTZ)

DVR/NVR systems

Access control systems

Report system downtime or blind spots immediately.

Ensure footage retention as per customs and legal requirements.

6. Documentation & Record Keeping:

Maintain:

Daily surveillance logs

Shift handover reports

Incident and exception registers

Securely archive footage related to customs cases, claims, or disputes.

Ensure data confidentiality and controlled access to recordings.

7. Coordination & Emergency Support:

Coordinate with:

Customs officers

Preventive staff

Security guards and supervisors

Operations and yard teams

Support emergency situations such as fire, theft, or customs alerts.

Job Specification (Person Requirements)

Educational Qualification

Graduate in any discipline.

Certification or training in security systems, surveillance, or logistics operations preferred.

Experience:

2-4 years of experience in surveillance/security roles.

Prior experience in Customs-Bonded CFS, ICD, Port, SEZ, FTWZ, or Warehouse strongly preferred.

Knowledge & Technical Skills

Understanding of customs-bonded warehouse operations.

Familiarity with:

Container movements

Seal management

Bonded cargo handling

Proficiency in CCTV monitoring software and basic computer applications.

Ability to prepare professional reports for customs and audits.

Behavioral & Functional Competencies

High integrity and confidentiality.

Strong observation and attention to detail.

Ability to work under regulatory pressure.

Effective communication with customs officials and internal teams.

Physical & Other Requirements

Willingness to work rotational shifts (24x7 operations)

Good eyesight and sustained focus.

Pay: ₹15,000.00 - ₹22,000.00 per month
