JOB SUMMARY
Broadly ensure effective Governance of Country NFRRs, that they are in full compliance with all Group policies and standards as well as local regulatory requirements, through:
  • To manage the Governance Forum more effectively and efficiently
  • Monitoring and tracking report submission status, Issue resolution status
  • Ensuring that the Reports owners are maintaining an updated register, approved DOIs
  • Includes stakeholder management, supporting CTOO in the overall effective and proactive governance of all NFRRs of respective countries.
  • Creation of governance pack, update MI Dashboard for effective oversight of Risk, capture meeting minutes

Business
  • On-going country governance on NFRRs and ensuring the effective implementation of the NFRR Policy and Standards
  • Liaise with the various departments within the bank to resolving disputes regarding ownership of NFRRs
  • Providing oversight over NFRR related issues (e.g. error in submission, late submission or re-submission, etc), by ensuring that these issues and the remedial actions are being tracked by relevant members/invitees with the SME and Return Owner
  • Reviewing NFRR Register on regular basis (at least annually) through confirmation provided from Return Owners that the information contained in the NFRR Register is complete and accurate
  • Ensuring the annual confirmation of department operating instructions (\xe2\x80\x9cDOI\xe2\x80\x9d) defined in NFRR Standard has been provided by Return Owner
  • Validate that all NFRR returns have been identified with controls and control monitors implemented on a risk proportionate basis
  • Monitoring key risk indicators of NFRRs are within set limits
  • Ensuring any non-compliance with the NFRR Policy and Standard is escalated and reported
  • Work closely with relevant country CFCC team with respect to the Governance responsibilities
  • Supporting the CTOO [elaborate]
  • Any other activities that will be assigned during the course of this role
Processes
  • Ongoing review of material internal and external events against current control performance.
  • To comply with the applicable laws and regulatory expectations, and manage the risk with the Return Owner & Process Owner that arises from first line activities, and comply with policies set by the Second Line of Defence
People & Talent
  • Develop and embed a high-performance culture and organisational mindset to effectively embed and communicate Operations policies and procedures in-country/region
  • Develop ongoing training, communications and development programs for Operations personnel to ensure minimum standards in OR awareness and embedment of OR responsibilities in respective areas of work and adherence with the highest standards of ethics, and compliance with relevant policies, processes and regulations among employees form part of the culture
  • Ensure that the relevant staff understand and accept their responsibilities in relation to risks, governance and controls
  • Ensure that direct reports are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks
  • Ensure behaviour consistent with the Group\xe2\x80\x99s values.
  • Display team spirit, strengthening internal relationships with no conflicts
  • Ensure annual self-appraisals are completed and submitted on time.
Risk Management
  • Assist in coordinating, facilitating, and promoting understanding of operational risk and in implementation and management of OR within the assigned unit.
  • Ensure compliance with the Regulatory Reporting Risk Policy/ Standards and other key Group policies
  • Understand inherent Operational risks in all processes and assist to develop appropriate control systems and manage them.
  • Creativity in terms of proactively highlighting prioritised actions, timely escalations and reporting.
Regulatory & Business Conduct

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.   • Lead Risk & Controls- Operations to achieve the outcomes set out in the Bank\xe2\x80\x99s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

  • Ability to work under severe deadlines to meet critical cut-off times
  • Ability to look in a broad angle in the Governance of Operational Processes & identify Risk related exceptions/issues
  • Should possess problem solving, planning & analytical skills and strong involvement in a team-working environment
  • Liaise with Return Owners of various countries to collect information regarding the status of NFRRs submitted, maintain issue trackers, ensure responsible parties are implementing remediation actions
  • Maintain 6s standards within the unit
  • Understand inherent risk in all processes and escalate where necessary
  • Meeting service standards
Our Ideal Candidate
  • Appropriate academic / formal accreditation and / or experience in risk management, governance, compliance; Bachelor\'s university degree is must, and a post-graduate degree in business management is desired.
  • Analytical and dispute resolution skills. Ability to make independent decisions with a strong sense of empowerment and leadership skills working in open ended situations.
  • Good knowledge and grasp of banking practice, NFRR process and awareness of the regulatory frameworks by home and host regulators.
  • Exposure to Bank\'s Enterprise-wise Risk Management Framework (ERMF) and overall governance philosophy.
  • Strong project management understanding and experience of running medium scale multi-year projects.
  • Good understanding on data structure and the information flow for the risk function.
  • Ability to work with large network teams into changing and challenging situations.
  • Expert knowledge of risk management including for reporting.
  • Working knowledge of Operational Risk management and principles.
  • Excellent communication skills - written and oral.
  • Bank training, i.e. mandatory and developmental - role specific and regulatory / compliance bank wide and role specific.
Experience
  • More than 8 years of functional risk experience in the areas of Governance, risk and compliance. Functional knowledge of NFRR is an advantage.
  • Advanced Knowledge in Excel & Power Point, System workflow knowledge
Role Specific Technical Competencies
  • Should have a good knowledge of Reconciliations performed
  • Knowledge of local regulations / Group policies as applicable for the Reconciliations
  • Ability to look in a broad angle in the Operational Processes & identify Risk related exceptions/issues
  • Should posse\xe2\x80\x99s problem solving, planning & analytical skills and strong involvement in a team-working environment
  • Broad knowledge/experience in products handled at Operations
