About the Role
We are looking for a highly experienced and disciplined Mines Manager to lead and take full responsibility of our mining operations across three open cast mine sites - Bandhamandi, Bainibasa, and Birida. The person will act as the Vertical Head - Mining, directly overseeing all mining activities, people, machinery, legal work, and government compliance. This is a key leadership position requiring field experience, statutory knowledge, strong decision-making ability, and full-time presence at the mines.

Should hold a valid First Class Mines Manager's Certificate of Competency (Unrestricted, Metalliferous Opencast)
Must have worked in graphite, chromite, or similar vein-type mineral mines
Should have experience in handling mining machinery, field teams, and local operational issues
Should be willing to stay at the mine site or nearby location
Should be strong, agile, honest, and mentally and physically fit
Should be fluent in English and Hindi; knowledge of Odia is preferred
Should be well-versed with IBM guidelines, DGMS rules, MMDR Act, and all mining laws
Key Responsibilities
1. Mine Operations and Production
Take complete charge of daily mining operations across all three sites - Bandhamandi, Bainibasa, and Birida.
Prepare and monitor daily, weekly, and monthly production plans in line with approved mining plans and statutory limits.
Oversee excavation, drilling, breaking, loading, hauling, and transportation of ore and overburden.
Ensure the pit is developed scientifically with proper bench height, width, slope angle, and access ramps as per DGMS norms.
Monitor and maintain production targets, stripping ratio, quality of ore, and reduction of losses and dilution.
Ensure availability and efficient deployment of manpower and machinery across locations.
Take preventive steps to avoid production delays due to machine breakdown, manpower shortage, or weather conditions.
Conduct daily toolbox talks, shift-wise planning meetings, and ensure proper handover and takeover between shifts.
Ensure zero-accident and injury-free mining operations through effective risk assessment and safety implementation.
2. Machinery and Equipment
Supervise the operation and maintenance of all key mining equipment, including excavators, dumpers, dozers, breakers, compressors, water tankers, and other HEMMs.
Coordinate with mechanics and operators for timely preventive and breakdown maintenance.
Review and ensure daily logbooks and maintenance registers are filled correctly for all equipment.
Recommend the purchase, hire, or replacement of machines and spare parts based on condition and requirement.
Ensure operators follow safe operating procedures (SOPs) and proper fuel usage and tracking.
3. Statutory Compliance
Ensure 100% compliance with all government bodies including IBM (Indian Bureau of Mines), DGMS (Directorate General of Mines Safety), DDM (Department of Mines), Pollution Control Board, and Forest Department.
Prepare and submit all statutory reports, returns, registers, and notices within the given timelines - including:
Monthly, Annual, and Daily Returns to IBM
Accident reports and notices to DGMS
Blasting and explosive usage records
Daily and monthly dispatch logs
Environmental Monitoring Reports
Keep all statutory documents and mining records updated and ready for inspection.
Coordinate during statutory inspections, audits, and hearings, and ensure proper representation of the mine.
Track lease boundaries, production ceilings, and work permissions as per MMDR Act, MCDR Rules, and Forest Clearance.
4. Manpower and Site Team
Supervise and lead a team of foremen, mining mates, operators, helpers, supervisors, electricians, and support staff.
Prepare and issue daily job allocations and shift plans.
Monitor worker attendance, leave, overtime, and performance on a regular basis.
Identify training needs and ensure on-site skill development of workers and engineers.
Ensure discipline, punctuality, and work ethics among the mining team.
Build a second line of command by mentoring young engineers and grooming future leaders.
5. Coordination and Reporting
Liaise regularly with the Head Office at Rayagada and share production updates, site issues, manpower details, and compliance reports.
Maintain continuous coordination with Partners, Consultants, HO Accounts, HR, Safety, and Admin Teams.
Arrange and host visits of senior management, auditors, government officials, and technical teams.
Maintain and update production registers, statutory registers, machine logbooks, manpower attendance, blasting records, and all necessary documentation.
Prepare daily and weekly reports, including production tonnage, dispatch status, fuel consumption, machine utilization, and site progress.
6. Local and Community Handling
Act as the face of the company at local level, managing all interactions with local villagers, panchayats, forest offices, and other external stakeholders.
Handle land access, community issues, grievances, and ensure smooth and peaceful operations without conflict.
Ensure local employment engagement, CSR-related works, and proper communication with community leaders.
Coordinate with local police or administration when needed during any sensitive or emergency situations.
7. Site Presence and Agility
Be present and available on-site throughout working hours, and during emergencies or inspections.
Ensure physical presence across all three mines, based on daily requirements and activity plans.
Take charge during blasting operations, statutory inspections, accident responses, and any emergency situations.
Regularly inspect working conditions, road safety, pit design, water management, and mine cleanliness.
8. Expansion and Development
Provide planning and execution support for greenfield mine development including land leveling, road making, drainage, and infrastructure work.
Supervise exploration, trenching, sampling, drilling, and mapping of new deposits.
Collaborate with surveyors, geologists, and technical experts for new block assessment.
Work with consultants and company teams for mine plan modification, expansion proposals, and capacity enhancement strategies.
