We are seeking a progressive, inclusive, and people-focused talent to lead the Compliance and Industrial Relations function at APM Terminals, Pipavav.

You will lead the compliance agenda under the Factories Act, Shops & Establishment Act, and other state labour legislations, build harmonious industrial relations. This position requires not only a strong command of statutory and labour laws but also the ability to engage with empathy, influence stakeholders, and anticipate workforce needs.


You will empower the operations teams, strengthen institutional processes, and drive progressive employee relations practices aligned with our organizational values and long-term ambitions.


Key Responsibilities

Compliance & Statutory Obligations



Ensure compliance with the Factories Act, Shops & Establishment Act, and other applicable state and central labour laws. Develop, implement, and monitor systems and processes for statutory compliance including inspections, audits, and statutory filings. Maintain updated knowledge of labour legislations, amendments, and compliance requirements. Liaise with statutory bodies, labour departments, and external agencies to represent the organization. Prepare timely reports, registers, and documentation as per statutory norms. Lead conflict resolution, grievance handling, and disciplinary processes in a constructive and legally compliant manner.

Policy & Process Management



Draft, review, and implement HR policies and SOPs to ensure alignment with legal requirements and organizational values. Conduct regular training and awareness sessions for managers and employees on compliances.

Industrial Relations



Build and maintain harmonious relations with unions, works committees, and worker representatives. Anticipate and mitigate potential IR risks through proactive engagement and transparent communication.

Contract Labour Management



Oversee the end-to-end management of contract workforce across business units. Ensure proper licensing, registration, and contractor compliance under CLRA and other laws. Monitor contractor adherence to wages, working hours, safety, and welfare provisions. Conduct regular audits of contractors records and labour welfare measures. Build strong partnerships with contractors/vendors while ensuring ethical practices and parity with organizational standards.

Internal Audits & Governance



Lead periodic HR compliance audits across locations to ensure adherence to policies, processes, and statutory obligations. Identify compliance risks, gaps, and recommend corrective and preventive measures. Establish monitoring mechanisms, dashboards, and regular reporting to port leadership team.

Qualifications & Experience

10+ years of HR experience with a strong background in

contract labour management, compliances, and industrial relations

. Postgraduate in Human Resources / Labour Welfare / IR / Law or equivalent. Expertise in Source to contract, contract management and supplier relationship development In-depth knowledge of

Factories Act, Shops & Establishment Act, and other key labour legislations

. Proven experience in handling audits, inspections, and liaison with statutory authorities. Strong interpersonal skills with the ability to influence, negotiate, and build trust at all levels. Fluent in English, Hindi, and Gujarati Commitment to ethical practices and continuous improvement
