JOB PURPOSE



He will be overall responsible for onshore and offshore patrolling for protection of marine assets including SPM and the management of all activities, law and order issues, loss prevention, access control and traffic management, procedural aspects, infrastructure (development, maintenance and procedural application), documentation, generation of reports & returns, MIS, etc. relating to the Jetty security set-up; meeting of all legal and statutory compliances relevant; standardization requirements in relation to the organization; material and gate pass related transactions related to the Jetty; investigations and inquiries into various relevant incidents and practices; F&A / other relevant Dept. liaison and overall responsibility of the Jetty Security function / subsidiary functions assigned under the Jetty Security charter. He should be able to coordinate, monitor, ensure course corrections & prompt action in case of frauds, unfair practices, law and order issues, deviation in documentation, SOPs, etc.; serve in his primary capacity as a Marine Patrolling Officer and alternately as a Security Shift Incharge / Gate Manager.

Primary Responsibility

The individual should be able to perform the functions of the Marine Patrolling Officer, Gate IC, and Security Shift IC. Be aware of the general procedures / conventions / authentication protocols for personnel and vehicle movements, etc. Ensure deployment of staff as per deployment plan laid out by the concerned area manager & correctness of deployment. Ensure swift response / reporting / actions in case of any law and order issues / disasters / emergencies, etc. as per laid down procedures. Ensure Marine Security procedures as laid down and in compliance to ISO 28001 / ISPS code are being adhered to. Ensure adherence to the patrolling schedule as tied up with the Marine police / ICGS Vadinar. Ensure maintenance of Law and order, traffic control, facilitate emergency movements, material transfers, disaster / sabotage response & evacuation and movement of only authorized personnel, vehicle and materials. Preventing congestion, negating chances of conflicts, congestion on roads, law & order issues and any unrest situation.


Basic compliance of all Security & safety SOPs, Regulations & procedures

Be aware of all Security & safety procedures Ensure ground level compliance of all Security SOPs Personal & underneath-staff compliance to all safety regulations Be aware, implement & ensure compliance to system of gate passes for personnel / materials / vehicular & dispatch movements. Enforcing Security regulations and procedures in every role and apprehend defaulters / detect non-compliance


Marine Patrolling Officer

Ensure that complete marine area under jurisdiction is covered.



Jetty area

-


Controlling movements / preventing unauthorized entry or attempted movement by blacklisted individuals. Ensure all movements of personnel should be allowed through turnstile only. Be aware regarding Security automation & equipment related aspects relevant to his Gate area. Preventing crime / theft / pilferage in premises. Ensuring documentation compliance for all boats / tugs / barges moving alongside of SWI & Jetty Strict implementation of access control procedures as applicable to the Jetty gate and ensuring ground level compliance to regulations relating to specific locations / operational areas. Surveillance and information about boats and coming alongside randomly around the jetty area. Liaison with intelligence sources for area monitoring purposes Ensuring no unauthorized activity near own assets Ensuring completion of documentation by crew at MTCB / DPT offices before lashing is completed & product loading commenced

CCPL / LFA areas



Ensuring correct deployment & continuous patrolling by guards along the CCPL / LFA route Ensure complete sanctity of the CCPL area, regular patrols by security staff assigned on posts and CCTV surveillance to stop unauthorized / suspicious movement on CCPL. If any leakage and / or damages noticed, immediate reporting of any to the concerned authorities.

Material Movements

Timely & systematic accounting of all material movements Loss prevention, prevention of fraud and unfair practices at the concerned gate and area of responsibility assigned in addition. Reconciling of all material movements to and from Refinery with the Materials Gate. Ensuring Security of large / very large material movement on Nicholas transporters and escorting with Security team through villages Preventing any inward / outward movement which does not comply with the requisite documentation / movement specific SOP / safety & security regulations & set standard practices. Ensuring requisite penalties are raised with concerned authority / Dept. for non-compliance issues.

Clearances / liaison / visits

Clearance for staff through DPT / CISF authorities; regular entry / exit of contractual staff / vendors and delegations Clearance / liaison with DPT / CISF / Customs / Immigration authorities for VIPs / foreigners visits. Liaison with customs for all crew members disembarking / embarking at Jetty.

On shore patrolling

-


Ensure complete coverage in shift of Jetty / LFP / CCPL / Jetty catchment areas and response to any law and order situation / emergencies. Deployment as per schedule and plan. Timely damage reporting / power outage reporting to concerned authorities / Security command center Checking vessels berthed at the jetty for stowaways

Off shore patrolling -



Monitoring / clearing up of Jetty routes upto product jetty / SPM Maintain and ensure compliance to patrolling schedule in coordination with ICGS Vadinar / Marine police. Timely damage reporting to concerned authorities / Security command center Ensuring clearing out of all fishing boats / any other boats within 500m radius of the SPM Timely report / clearing of routes / SPM zone of unauthorized / drifting / abandoned vessels

Ensuring meeting all the compliances under ISPS code / ISO 28001 regulations


Ensuring meeting of all the compliances under Labour & wage laws / regulations, PSARA & other Security legislations, Govt. local orders, Security directives; contractual staff related regulations; company regulations; commercial & F&A compliances, etc. for the Jetty set-up and liaison with Security Dept. doc cell for any requirement. He is also responsible for the maintenance of documents and records to the effect at Jetty. Carry out functioning through optimum utilization of all available automation / surveillance equipment / Security gadget. Ensure complete documentation in compliance to ISO 28001 / ISPS requirements.

Ensuring functioning of Radio network / regular communication and reporting with staff and the Security Command Centre Coordination of all Admin / HR / L&D related activities for his area of op Procedures - Compliance of SOP/procedures/traffic /security & safety regulations Disruption - No production/dispatch loss due to security Situation management - Crisis management & Liaison with Police/Govt. Officials; Coordination of visit Compliance - Ensure that all legal obligations are fulfilled within due time limits Assignments - Continuous contribution in development / modification / streamlining of procedure / SOPs / regulations; Handling independent assignments of Security audit / surveys / plan preparation / development of new procedures Compliance of KRA/Performance Contract Continuous surprise checks/supervision Proper management of Shift & compliance to duty schedule Training - Conducting training sessions for security staff as per specified subject & directions from Dept. training coordinator; People development by training/ regular guidance to new Officers & contracted Security personnel Liaison with Admin / Horticulture / L&D / Warehouse for all administrative / HR / L&D / logistics / project implementation requirements for the Dept.

SKILLS & KNOWLEDGE



Educational Qualifications & Certifications:

Basic - Graduate / having defense background of more than 05 years' service with previous experience of at least 6-10 years of Industrial security experience Desirable qualification - degree / diploma in Security, disaster management, ISO 28001, PFSO, Internal enquiry, etc. Other - Any certification on IR, IPC/CRPC, ISPS, etc.
