Job Description

Key Accountability 1: Lead the preparation and implementation of the Resettlement Action Plan (RAP) in compliance with the World Bank's Environmental and Social Framework (ESF)
Key Activities:Develop, review, and finalize RAP ensuring alignment with ESF and national regulations Coordinate with project teams, stakeholders, and affected communities during RAP preparation and execution Monitor RAP implementation progress, addressing issues and ensuring timely corrective actions. Identify project requirements and translate them into functional specifications for ICT-based monitoring tools Coordinate with project teams to ensure timely data input and system integration across departments Maintain and update systems to reflect changing project needs and improve performance Provide training and technical support to end-users to ensure effective system utilization

Key Outcomes:RAP prepared and implemented in full compliance with ESF and local requirements Affected persons are adequately compensated, resettled, and supported in livelihood restoration Smooth project implementation with minimized social risks and grievances. Monitoring systems are operational, user-friendly, and aligned with project requirements. Project stakeholders have access to accurate, real-time data for timely decision-making Reduction in reporting errors and delays through automated data processing Positive feedback from project managers and end-users regarding usability and efficiency No critical downtime or system failures during key project phases

Key Accountability 2: Conduct social impact assessments to identify project-affected people and potential risks.
Key Activities:Carry out baseline socio-economic surveys and stakeholder consultations. Analyze data to assess potential social impacts, risks, and vulnerabilities. Prepare reports with clear recommendations for mitigation measures.Gather user requirements for GIS functionalities. Develop web-based GIS tools for spatial data handling. Integrate database and map services for real-time access. Ensure platform compatibility across devices and browsers. Provide user training and system documentation.

Key Accountability 3: Develop and implement strategies for land acquisition, compensation, livelihood restoration, and community engagement.
Key Activities:Design and oversee transparent processes for land acquisition and compensation Formulate livelihood restoration programs tailored to affected households Facilitate continuous community engagement to ensure participation and trust. Collect and standardize data from multiple sources. Develop data models to support integrated analysis Ensure compatibility and synchronization with existing systems Automate data upload and validation processes Collaborate with teams to maintain data accuracy and consistency

Key Accountability 4: Ensure Gender-Based Violence (GBV) risk mitigation and address community health and safety issues.
Key Activities:Integrate GBV risk assessment and mitigation measures into RAP and community engagement strategies Establish referral mechanisms and awareness programs for GBV prevention and response Monitor and implement measures to safeguard community health, safety, and well-being during project activities. Implement security protocols to protect system and data Schedule regular data backups and verify integrity Develop and test disaster recovery plans Monitor system access and address vulnerabilities Maintain documentation for all security and recovery procedures

Key Accountability 5: Monitor and report on resettlement progress, including grievance redress mechanisms (GRM) and stakeholder consultations.
Key Activities:Track RAP implementation progress and maintain up-to-date records. Facilitate stakeholder consultations and ensure effective operation of the GRM. Prepare periodic progress reports for management, client, and donor agencies.Develop user guides and training materials. Conduct hands-on training sessions for staff. Provide ongoing support and refresher training. Gather feedback to improve training effectiveness. Monitor user performance and address knowledge gaps.

Ideal Person Specification
ExperienceMinimum 10 years of professional experience, 05 years of similar experience in social screening, preparation and implementation of Resettlement Action Plan, GBV, Community and Workers Health and Safety etc Experience in World Bank or other development partner - funded projects is essential. Minimum 8 years of experience, with at least 3 years in developing ICT systems for project monitoring

Skills / KnowledgeIn-depth knowledge of resettlement policies, land acquisition frameworks, and international safeguard standards (e.g., World Bank ESF, ADB SPS). Strong expertise in preparing and implementing Resettlement Action Plans (RAP) and Livelihood Restoration Plans (LRP). Proficiency in conducting social impact assessments, socio-economic surveys, and stakeholder consultations. Experience in grievance redress mechanisms (GRM) and conflict resolution. Knowledge of gender, vulnerability, and GBV risk mitigation measures in resettlement programs. Strong analytical, problem-solving, and report-writing skills. Ability to train, guide, and build capacity of project teams and community representatives. Excellent communication, negotiation, and interpersonal skills for effective stakeholder engagement.Proficiency in database management, GIS systems, and open-source development tools. Proficiency in ICT system development and management Experience with web-based GIS platforms (e.g., ArcGIS Online, QGIS) Data integration and database management (e.g., SQL, PostgreSQL) Knowledge of system security, backup, and disaster recovery Strong analytical and problem-solving skills Ability to train and support end-users effectively Good communication and teamwork skills
