The Senior Quantity Surveyor is responsible for end-to-end cost management of civil construction projects, including estimation, budgeting, billing, contract administration, cost control, and mentoring junior QS staff to ensure projects are executed within approved budgets and timelines.
Key Responsibilities
Estimation, Budgeting & Cost Planning
Prepare and review detailed BOQs, quantity take-offs, and cost estimates for civil, RCC, and finishing works.
Lead project cost planning, budget finalization, and cost benchmarking.
Evaluate design changes and provide cost impact analysis.
Billing & Commercial Management
Review, certify, and approve contractor RA bills and final bills.
Verify measurements as per drawings, specifications, and contractual terms.
Manage extra items, deviations, variation orders, and escalation claims.
Contracts & Tendering
Lead tendering processes including preparation of BOQs, rate analysis, and techno-commercial comparisons.
Assist in contractor negotiation, finalization, and contract award.
Ensure adherence to contract conditions, payment terms, and timelines.
Cost Control & Reporting
Monitor project-wise cost vs budget and control overruns.
Prepare monthly MIS reports on cost status, billing, variations, and forecasts.
Identify cost-saving opportunities without compromising quality or timelines.
Site & Cross-Functional Coordination
Coordinate with Project Managers, Site Engineers, Consultants, Design team, and Accounts.
Support timely certification of bills and smooth cash flow management.
Resolve billing disputes and commercial issues with contractors.
Team Leadership & Process Improvement
Guide and mentor Junior QS and billing engineers.
Establish standard measurement, billing, and documentation practices.
Support implementation of ERP / cost control systems and SOP compliance.
Audit & Compliance
Ensure complete documentation for internal, statutory, and external audits.
Maintain contractual, billing, and measurement records in line with company SOPs.
Required Qualifications
B.E. / B.Tech in Civil Engineering (mandatory)
Post-graduate or certification in Quantity Surveying / Construction Management (preferred)
Experience
8-10 years
of relevant experience in civil construction / real estate projects
Strong exposure to residential, commercial, or mixed-use developments
Technical Skills
Advanced expertise in BOQ preparation, rate analysis, and contract billing
Strong knowledge of contracts, specifications, and standard measurement methods
Excellent command of MS Excel (advanced level)
Experience with ERP / estimation & billing software (mandatory for senior role)
